With the energetic development of nuclear power industry in China, thepreventive maintenance (PM) of nuclear power plant (NPP) has attracted moreattention, so is the RCM (Reliability Centered Maintenance) which is amethod for optimal maintenance. It comes out with the question that how toestablish a satisfactory PM program based on reliability in NPP. In this paper,the requirements of NPP rule and guideline for PM program are describedalong with a brief background on RCM, and the issues of establishing a PMprogram with RCM for the basic method are investigated and solved for theestablishment of PM program.PM program contains two parts: PM content identification which at leastincludes the identification of PM items, PM tasks and PM intervals is thetechnical part; PM content execution which includes the objective of program,the individual responsibility of managers and departments, the process toensure the implementation of PM content, training of maintenance personneland relative applies management, documents and records is the otheradministration part. According to the research on the PM programestablishment, the paper illustrates the application of technical approach andthe ad ministerial approach by examples based on the reading and the studyingof domestic and foreign relative documents. To further investigation of PMprogram establishment, the paper investigates the general risk analysismethod PSA in NPP and other useful risk methods such as safety checklist,PHA and AHP in general industrial field with the consideration of thedeficiencies in RCM. Then the applications in the PM program of the riskanalysis methods are described for the purpose of making it possible foroptimizing PM program establishment. As a general probabilistic method forsafety analysis, PSA deserves to enable assessment of PM in view of plantrisk in order to establish and optimize PM program. Safety checklists enable sustain PM program systematically with its simple and clear expressions.Compared with RCM, Preliminary Hazard Analysis (PHA) pays moreattention to hazard identification considering the interaction between itemsand circumstance. An idea of combining PHA with RCM in implementation isadvanced to consummate the PM program subsequently. And AnalyticHierarchy Process (AHP) gains more scientific objectivity in terms ofmathematic modeling and recovers the deficiency of the decision-making,which may be considered a useful decision support tool for PM reasonably.But the researches on applications of all of these methods in PM are primaryresearches lacking of practical experiences which need the support of furtherresearches and more applied examples.
