The Comprehensive Benefit Evaluation Of Living Environment After The Land Consolidation In Sanban Town, Qu County

As an important means of sustainable use of land resources, land consolidation projectnot only can improve the land utilization and land productivity, but also increase the quantityof arable and improve the quality of cultivated land, to improve the living environment, enrichthe regional land consolidation theory has important significance of land consolidation. Thisarticle is expected to build a comprehensive benefit evaluation of land consolidationsettlements project model can reflect the change of land consolidation, so as to providereference for the practice of land consolidation.Depend on the projects on three township in Quxian County that have taken the landconsolidation, this article have concluded and analysed domestic and foreign research statusof land consolidation comprehensive benefit, find a way to improve the living environment;Analysis the influence of land consolidation of rural residential environment, that throughcombination of land consolidation industry related laws and regulations, standards andcomprehensive benefit evaluation of land consolidation settlement environment theory, andtake the theory as a basic, selects the dominant index and quantified from three aspects ofeconomic benefits, social benefits, ecological environment benefits.AHP, construct thescientific and reasonable evaluation index system: the economic benefit, social benefit andecological environment benefit three aspects as the criterion layer index system,comprehensive benefits of environment as a habitat target layer.And select the index as theindex layer from the three aspects of economic benefit, social benefit and ecologicalenvironment benefit.I grade evaluation index are3, respectively is the economic benefit,social benefit and ecological environment benefit.II evaluation index are15, respectively is:the land utilization rate, the static investment recovery period, the ratio of input to output andper capita net income rate of increase; per capita cultivated land area, productivity effect,infrastructure and additional land can support incremental number; additional land, green rateof vegetation coverage, land reclamation rate, network area index, mean field scale index,water supply and demand balance ability as well as the area of soil erosion.Combined with theconstruction of the membership matrix of fuzzy mathematical method, the study area obtainedbefore and after the land consolidation comprehensive benefits of living environment evaluation model, comparative analysis.After land consolidation the research results show that as below: The study areaeconomic benefits and social benefits above level Ⅲ reaches to100%,Ecological andenvironmental benefits above level Ⅲaccounted for92.40%,Residential environmentcomprehensive benefits above level Ⅲ accounted for97%.According to the principle ofmaximum degree of membership, the study area economic benefits, social benefits, ecologicalenvironment benefits, comprehensive benefit evaluation of human settlements reached thelevel Ⅱ.In order to make the results more intuitive, the evaluation results give a score werecalculated. Economic efficiency scores from26.1points to80.92points, up54.82points; thesocial benefit by37.64points to78.94points, up41.3points; ecological environment benefitfrom23.64points to79.18points, up55.54points, living environment; comprehensivebenefit from27.44points to79.84points, up52.4points.According to the score andcorresponding principle, economic benefit is improved from level Ⅴ to level Ⅱ,social benefitis improved from level Ⅳ to level Ⅱ, the ecological environment benefit is improved fromlevel Ⅴ to level Ⅱ, the comprehensive benefits of living environment from the level Ⅴ tolevel Ⅱ,it’s prove that the quality of living environment has been promoted.
