A Sociological Analysis On The Event Of Changqing Oilfield Unites’ Relocation

This research springs from a social phenomenon:an old revolutionary base area, which is abundant in oil resources, put forward a development idea of developing sachet industry energetically, in the situation that the oil industry was underdeveloped. Then the author finds it is closely related to the social event that Changqing Oil Exploration Bureau and part of its affiliated institutions, that almost had thirty years in Qingyang, were relocated. It not only made troubles for the local development of oil industry, but also destroyed its industry chain.Firstly, The author establises the paper’s analysis framework with the relationship of state and society by the relevant literature research. Then the author describes the decision-making process of relocation, the process of relocation, and the consequence of economy and society. The author analyses the local society before its relocation with the analysis framework of relationship between state and society. The author regards that the reason why the both sides were on good terms in the’70s is tht the local society’s action logic was largely dependent upon the state’s logic. However, the harmony relationship was essentially premised on state’s social control. Then, as our country transferred to market economy system in the80s and90s, tensions have been mounting over the relationship between state and society. Through the event analysis of the process of Changqing Oilfield unites’relocation, the author discovers that the Exploration Bureau exploits oil in the local society as the state’s agent. Therefore, the Exploration Bureau is the presentation of the state power in the local. And the local society loses its subjectivity, down to the comparatively weak side in the relationship of state and society. That is to say, That is to say, the local society’s subjectivity can be brought into play actively only outside of the framework of politics and state. In addition, in the system design of the state agent, the state should start from other interests subject, which are in relatively weak position, and enhances their interest in the country’s resource allocation to balance benefit distribution between the different interests subjects.Finally, through the further analysis of the relationship between state and society, the author regards that the state and the society are not an entity concept of homogeneous. The unite of power and interests is at the root cause of the tensions between state and society. Therefore, how to put power and interests into the institutionalized case is the key to the problem. In addition, the institutional analysis and the event analysis should complement each other, and can’t be artificially divided from the perspective of methodology. Moreover, through the reflection of the local development, the author concludes that we should not neglect the relationship between local development and the state’s bureaucracy, that is to say, how the local government is restricted and limited by bureaucracy in the course of promoting the local development.
