Ecological civilization education is an educational activity which can promote the development of ecological civilization on the whole society. All citizens are educational object, but currently the research scope of ecological civilization education strategy mainly concentrated on school, so it has certain limitations. Community is the most basic residents gathering place and the most important ecological civilization education position. Its ecological civilization education function needs to be improved and perfected in the crucial stages of ecological civilization construction. To implement the Air Pollution Prevention and Control Action Plan and further improve air quality, Beijing Municipality released Beijing Clean Air Action Plan (2013-2017) document (hereinafter referred to as Action Plan), the principal part for the Action Plan is include the government, enterprises and the public, and the active participation of public is the necessary condition for the successful implementation of Action Plants core is to improve the community residents to participate in the Action Plan of subjectivity.Basing on the concepts of ideological and political education, public participation and ecological civilization education, Marxist theory, this paper proposes the education strategy by researching the present situation of Beijing community residents’ subjective participation in action plan, aiming to provide reference for community residents in overall layout of ecological civilization education strategy. The first chapter is the introduction part, in which mainly introduce the reason of topic selection, the research goal, the research method and the technical route, as well as the innovations. Basing on subjectivity theory of ideological and political education and public participation theory, the second chapter proposes the subjective concept of ecological civilization education, Marxist theory, laying a theoretical premise for the questionnaire in the third chapter. With the purpose of researching Beijing community residents’ subjective participation in action plan, the third chapter investigates and analyzes the present situation according to cut-in point for the subjectivity of ecological civilization education, and the questionnaire in third chapter was designed from four aspects:the awareness and attention to Action Plan of Beijing community residents, the subjectivity of Beijing community residents’ participation in action plan, the satisfaction of community environment and the development situation of Beijing Municipality and community in public education campaign. To put forward targeted education strategy, the fourth chapter further and detailed analyzes the related influence factors of Beijing community residents’ subjective participation in action plan. According to the above research conclusion, the fifth chapter comes up with the specific education strategy from six aspects, such as absorb foreign experience, government-dominated construction, community propaganda strength, green practical activity, the participation of environmental protection organization and teach students in accordance of their aptitude.
