Now, with accelerating urbanization and industrialization process, the breadth and depth of land resource utilization has changed, the land use structure changed, especially the construction land expands, the obvious contradiction between supply and demand. Three Gorges Reservoir Area is located in the Daba Mountain area and Wulong Mountain karst development zones, high mountains, steep slopes and serious soil erosion, so the ecological environment is fragile; the national ecological is very sensitive. In the reservoir area of tension between the conditions, blind development and destructive construction of ecological environment in the reservoir area will produce a significant impact. So optimizing the land use structure is an inevitable requirement for the protection of the ecological environment in the reservoir area, also ease the contradiction between people in the reservoir area and to protect the economic and social health of sustained and coordinated development of strategic choice.This paper used the method of combining quantitative and qualitative to analyze the land use structure of Yunyang County, based on the analysis of its’natural, economic and social background. Firstly, used the multi-objective programming model to optimize land use structure and then select the economic and social indicators, finally, preferred the obtained program.Firstly, analyze the land use situation and existing problems. Calculate the degree of diversity and the concentration of land status, getting the diversity index concentrated between1.09-1.66and the evenness index distribution between0.471-0.721of the towns. Then the paper analysis of the main problems of land use status in Yunyang County, including the low quality of arable land, urban and rural construction land and the rural construction land use extensive co-exist, the obvious contradiction between ecological protection and economic development. Secondly, build the multi-objective programming model of land use structure optimization of Yunyang County. Based on ecological protection, sets constraints, establishes the ecological carrying capacity and the green equivalent and the ecological ability to support the three objective function, then uses the DPS software for solving multi-objective programming mode, and gets the five kinds of optimization scheme. According to the actual situation of the study area, selecting11indicators reflect the economic and social benefits for projection, using the grey relation projection method. The obtained projection values were0.7617,0.6831,0.7115,0.6062,0.4173, so scheme1is the optimal solution. From the optimization results, the farmland increased7058.84hm2, the construction land increased75.43hm2, the others decreased7134.27hm2of the Yunyang County. So achieved the ecological benefit, and at the same time increased the social and economic benefit.
