Study On The Land Usage Layout Of The Three Gorges Reservoir Area Based On The Ecological Red Line

As we know,China is such a vast area but with small per capita possession,which leads the land resources into a relatively poor situation.Under the progress of rapid industrialization and urbanization,a lot of ecological problems was caused by the extensive use and destructive development of land.The Three Gorges reservoir area is an important ecological barrier area of the Yangtze River water system and also an important ecological environment area among the western development project areas.The sloppy mountains,deep running waters,heavy rainfalls,shallow soil,and complex geological structures in the reservoir area and unreasonable human activities such as steep slope farming,waste dumping among the coast,the disorderly development of township enterprises,and the development of new urban areas etc.have brought lots of environmental problems like reducing forest cover rate,sharp dropping in biodiversity,frequent geological disasters,and increased soil erosion.Therefore,from the perspective of ecological protection,the rational distribution of the land usage in the Three Gorges reservoir area is the inevitable way to ensure the ecological security of the reservoir area and promote the sustainable development of the social economy in the reservoir area.Based on the perspective of ecological protection,this paper concluded a comprehensive connotation of ecological red line,land use layout and related theory,to find out the current situation,method and insufficient of ecological red line and land use layout and relevant contents by summarizing the literature reviews,defining the appropriate method of designating ecological red line and land use layout.Taking Zhongxian County of Chongqing as the object area,designated the ecological red line by comprehensively conforming the evaluation of ecological sensitivity,ecological service value and development area prohibition analysis.In the end,under the instruction of theory "anti-planning",combined the situation of natural geography characteristics,ecological environment and social economic development to delimiting the land use layout of Zhongxian County.The results are as follows:(1)Through the elaboration of the related concepts and the construction of the theoretical system,this part has selected the method to establish the ecological red line and the layout of land usage,established the environment protection red line by combining the three methods of ecological sensitivity evaluation,evaluation of ecological service value as well as an analysis on the prohibition of development zones,divided the subject area among the current situation into five categories: ecological red line area,ecological buffer zone,arable land protection area,urban development zone,and other development zone according to the red line,and conduct the land usage layout with application of anti-planning theory.(2)Selected the method of correcting ecological value equivalent factor to evaluate the ecological service value of Zhongxian county,the number distribution shows that the acreage of low and high level ecological service value area is small,and the middle level is relatively big,which is mainly due to the different proportion of ecosystem service value of each level in Zhongxian county.From the view of spatial distribution,the high level of ecosystem service value area is mainly located in the mountain and river areas,and the low level of ecosystem service value area is mainly located in the southwest region of the citrus industry and urban construction area,and the middle level of ecosystem service value area is general uniform distributed in the county area.(3)The result of forbidden development zone analysis shows that the prohibited construction area of Zhongxian county is 162.68 hectares,accounting for 7.44% of the total land area of Zhongxian county.Among this prohibited construction area is Tianchi national forest park,Baying forest park,Huanghua island national wetland park,Yangtze river in Zhongxian county,Gold River,Ruxi River,San hui river etc.of class 2 rivers and large and medium sized reservoir as Huangqin,Baishi,Maerba and Renjiagou.(4)Used Boolean calculation method to rationally delineated the ecological red line of Zhongxian county,the result shows that the acreage of rigid red ecological protection area is 458.60 km2,accounting for 21% of the total land area,mainly concentrated in the Yangtze River,the central mountain,northwest Jinhua area,southwest area,and the Tianchi national Forest Park,Baying Forest Park and Huanghua Island Wetland Park.And elastic red ecological protection area is 368.27 km2,accounting for 16.86% of the total land area,mainly located in the pool area of Dachi and Ganjing anticline zone,and surrounding the ecological protection area of the rigid red line.(5)Under the basic of ecological red line of Zhongxian county,combined with the actual situation of this area,this paper delineated 11 land use area,which concluded the maintenance of biodiversity areas,water conservation areas,water and soil conservation areas,nature reserves,Dachi-Ganjing anticline area,ecological buffer zone,buffer zone,citrus industry area,grain and oil industry zone,the vegetable industry region,urban development zone,development zone etc.,and also put forward the different control measures for the all kinds of areas.The formation of the layout is of great significance to ensure the ecological security of Zhongxian county and promote the sustainable development of the social economy,and instruct the land use layout of other counties in the reservoir area as well.
