Study On Environmental Impact Assessment In Urban Tourism Planning

Tourim is one of the lagest industris in the world. For a long time, tourism plays a significant role in dealing with unemployment, promoting economic development and protecting the environment. At present,28provinces (municipalities and autonomous regions) of China have definded tourism as a strategic pillar industry or pillar industry. Local governments at various levels have begun to organize the formulation of local tourism planning, which will guide the tourism industry to develop in the direction of rationalization and standardization. During the twelfth five-year plan period, tourism is cultivating as a strategic pillar industry for national economic and social development, tourism is facing with unprecedented opportunity and in a golden development period.In China, environment pollutions are increasingly prominent due to the increased tourism. It has long been realized that the formulation of policy, plan and programme will produce environmental problems, we must to take SEA in policy, plan and programme to solve environmental problems from the source. In2003, the enforcement of Environmental Impact Assessment Law was the the first time to establish the legal status of planning environmental impact assessment in China. On October1,2009, China’s State Council issued the formal implementation of the Regulations on Planning Environmental Impact Assessment, which made the planning environmental impact assessment more institutionalized, standardization and sequencing, tourism planning was one of ten special planning which should be conducted environmental impact assessment. To date the tourism planning EIA at home and abroad, either in the field of theoretical research or practical application is mostly for the planning of nature reserve, ecotourism region and scenic area, no major empirical reasearch has been conducted in urban tourism planning EIA. In recent years, urban tourism industry develops rapidly, it is imperative to conduct environmental impact assessment for urban tourism planning according to relevant laws, rules and regulations. Based on summarizing the practical experiences, it is necessary to carry out the research on theories of urban tourism planning EIA, propose the methods of assessment, set up evaluation index system and build a complete evaluation framework.Firstly, this paper summarizes the theoretical research and practical application of urban tourism planning EIA, shows the necessity of research. Secondly, it analyzes the concept of urban tourism planning, sets up a complete set of urban tourism planning EIA procedures, lists suitable evaluation methods, uses DPSR model to establish the index system of urban tourism planning EIA and the improved entropy method to determine the index weight. Finally, the paper takes Jinan tourism industry "twelfth five-year" development planning EIA as an example to describe the work procedures, including preliminary analysis on planning scheme, environmental impact identification and the establishment of index system, present environmental qulity condition evaluation, environmental impact prediction and analysis, analysis on tourism environment carrying capacity, comprehensive analysis on planning scheme, public participation, putting forward planning adjust suggestions and environmental impact mitigation measures. This study will provide theoretical guidance and methods for reference for urban tourism planning EIA in the future.
