Municipal Tourism Land Use Planning Environmental Impact Assessment Study

With the development of tourism, the demand of land has increased rapidly. In some developed areas of tourism, the land use planning for tourism has begun prepared to address the contradiction between land demand and land supply for the development of tourism industry, to promote the sustainable development of tourism. However, any time, development and environmental issues are inextricably linked. Therefore, tourism industry land use planning will make effects on the environment. It requires us to carry out environmental impact assessment, to predict the impact of planning implementation on the environment. Environmental impact assessment of tourism land use planning is the strategic environmental impact assessment. In China, many scholars have made some research (theory or technical method) for environmental impact assessment of planning, but it is still in the exploratory stage. The environmental impact assessment of tourism land use planning can not only control the environmental impact of planning implementation, but also provide favorable reference information and technical support to strategic decision-making, and improve our planning environmental impact assessment system. It is of theoretical and realistic significance to realize the sustainable development of land use and tourism by studying theoretical system of environmental impact assessment of tourism industry land use planning, establishing appropriate evaluation indicator system and exploring methods of evaluation.In this paper, it introduced related concepts, contents, program and theories of environmental impact assessment of tourism industry land use planning based on the relevant research at home and abroad. Meanwhile, it studied evaluation system and the methods. In the end, taking a example of assessment of tourism industry land use plan in Lijiang, it made a forecast and assessment to the environment of this plan. The main elements and arguments of this research are as follows:(1) The paper discussed the significance of carrying out environmental impact assessment of tourism industry land use planning. Introduced the research progress of home and abroad.(2) It introduced a series of concepts about tourism industry land-use planning and its environmental impact assessment. Then it discussed the necessary of carrying out environmental impact assessment of tourism industry land use planning. It studied theories of sustainable development, systems theory, environmental and economic theory, ecology theory and policy theory as basic theory of environmental impact assessment of tourism land use planning.(3) It focused on the environment impact assessment system of tourism land use planning, studying concepts, procedures and methods detailed.(4) It introduced the main content of the environmental impact analysis and identification. On this basis, it constructed a system of evaluation index for the environmental impact assessment of the municipal tourism land use planning, including environmental quality factors, ecological factors, socio-economic and cultural factors and tourism factors.(5) Composite index method and BP neural network model method were choused as a comprehensive evaluation method, and select the value of ecosystem services as a secondary accounting evaluation to reflect ecological environmental impact of the planning implementation. By comparison, BP neural network model is more suitable for environmental impact assessment of the tourism industry land use planning.(6) The environmental impact assessment of the tourism industry land use planning of Lijiang City, the results show that:implementation plan maybe make a small potential impact on the environment, especially ecological environment impact.
