Research On The Issue Of Marine Oil Pollution And Policy Of China

After the beginning of twenty-first Century, the global economy and therapid development of culture, the comprehensive national strength of eachcountry’s competition is more and more intense. This means that the demand forresources will be further expanded, and the oil as an alternative energy resources,will be exploited and used more. At the same time, because of the oilexploitation and utilization of marine oil pollution problems which caused bythe improper has become one of the most serious human survival challenge. Atthe same time, obstructs the marine oil pollution problems for China’s socialistconstruction and economic development. In recent years, with the Bohai areaseveral major marine oil pollution accidents exposed our awareness of marineenvironmental protection, marine environmental policy, ocean petroleummanagement mechanism and other aspects of the serious shortage. In the crucialperiod of transition stage of our country in socialist construction, improveinnovation, improve and perfect the marine policy in China，strengthen themechanism of marine petroleum management and improve the marine ethicsconsciousness，they will become China’s three magic weapon to solve themarine oil pollution.This paper is based on such problems, related to marine oil pollution areexplained in the theory of philosophy, then take Dalian Xingang oil pipeline andConocoPhillips drilling platform accident as an example, analyzes the presentstage of our country in dealing with the marine oil pollution exists in policy,management and awareness of the problem. Firstly, the marine oil pollution athome and abroad are analyzed and summed up the situation. Secondly, methodsof hazard points out further marine oil pollution and the case analysis pointedout our country present stage existence in the prevention and control of marineoil pollution problems. Finally, comparing with the foreign advancedmanagement mode and experience to our country to put forward suggestions and methods in aspects of prevention and control of marine oil pollution. In theconclusion, it points out the research weakness and summarize.
