Howeverin the global economic rapid development at the same time, with resourcesin mass consumption, environmental pollution and ecological damage,these problems in turn restricts the healthy and sustained developmentof human society. Therefore, in1987, Blanchett in our common future infirst put forward the concept of “sustainable developmentâ€. Theso-called sustainable development means “can meet the needs ofcontemporary people, and not the ability of future generations to meettheir needs competence hazard developmentâ€. Since then, countries allover the world began to pay more and more attention to the protectionof resources, environment and economy, nature, society can realize thesustainable development.The Chinese government by the21stcentury China population,resources, environment and development white paper, for the first timethe strategy of sustainable development in China’s economic and socialdevelopment in the long term planning. The fifteenth national congressof the party put forward that the strategy of sustainable developmentin China is determined as the “modernization construction mustimplement†strategy. The eighteenth national congress of the partyfirst put forward “to the ecological civilization construction in theoutstanding position, into the economic construction, politicalconstruction, cultural construction, social construction and the whole processâ€,“construction beautiful China, realize sustainabledevelopment of the Chinese nationâ€. At present, our country is in thereform and development and economic growth mode transformation of thekey period, for our country the provincial level evaluation of thesustainable development ability has important practical significance.The concept of ecological footprint firstly proposed and developedby professor Rees and his doctor Wackernagel in1992. Ecologicalfootprint measuring the human production activities of nature in theprocess of consumption, it is representing human occupied muchproductive land and water to produce all our consumption of resourcesand absorb all the waste we produce. So far, the ecological footprintmodel is generally considered to be able to measure a country or regionsustainable development ability level of the best ways. Therefore, thisarticle based on the measurement of the ecological footprint methodrespectively from the aspects of time dimension and the transversecomparison of China’s provincial sustainable development ability trendand comparative analysis was carried out.Through the analysis of measurement results, the paper has three mainconclusions:(1) in general, China’s31provinces per capita ecologicalfootprint is higher, and the diversity index of the ecological footprintis not high, the total ecological footprint is too concentrated in oneor two of land types, to further improve the capacity of sustainabledevelopment (2) China’s capacity for sustainable development is notbalanced, the big gap between regions, mainly for the eastern regionsustainable development capability is relatively good, the centralregion in the general level, the sustainability of economic developmentin the western region is relatively poor.(3) the analysis from the angleof time, the sustainable development of China’s provinces abilityevaluation indexes generally present a cyclical fluctuations, and the change trend of each are closely related to national policy, the policyof continuous appear particularly important.Finally, this paper in order to further improve China’s provincialsustainable development ability put forward four constructivesuggestions:(1) the further implementation of the “building aresource-saving and environment-friendly society†policy, changing themode of economic growth.(2) effective planning of various land typesof comprehensive utilization, and strive to improve the diversity indexof the ecological footprint.(3) rely on scientific and technologicalprogress to improve resource utilization efficiency, vigorously developecological economy.(4) the increase of funds, technology support, inthe western areas to reverse the economic growth dependent on resourcesin the western region. |
