As one of the hallmarks of modern enterprise civilized production, the status and role ofsafety management in the enterprise management has become increasingly important. From acertain sense, the success or failure of the safety management directly related to the survivaland development of enterprises. For the equipment support enterprise, it is especiallyimportant here. The equipment support enterprise is a special type of military enterprises, aspart of the military industrial enterprises, it is also an important part of the national defenseforce. Currently, domestic equipment support enterprise security management is basically inthe traditional management phase. Inflexible management mechanism, lagging managementmeans, unsound regulatory regime, security empiricism and absence of security experienceare exist at the same time. All above indicates that it can not adapt to the new era, the rapiddevelopment of military equipment under the new situation and the construction of militarytransition requirements. This article takes one navy under the equipment supportenterprise(HPJX) for example to analysis the military enterprise security managementsituation and existing problems, based on the site management theory, through the theoreticalresearch and empirical research combining research methods to propose solutions based onon-site management.The main context of this paper includes the following four points:I. Hazard identification and risk assessment based on the on-site management:this paperidentified the hazards and the risk level of the hazards by using the method of LEC.II. According to the results of the hazard identification and risk evaluation, using themethods of visual security, error protection, set-management solves the site safety problemsand improves the management level of the whole factory.III. Through self-discipline of staff management, communication management, trainingmanagement to let employees establish a sense of self-improvement and to improve staffsafety awareness and literacy and form a culture of safety at last.IV. This paper evaluates the safety management level of the whole factory by suing themethod of Fuzzy Comprehensive Evaluation and improves the weak link according to theresults of the evaluation. This paper forms a safety evaluation model based on on-site management and builds asafety management model based on the on-site management according to the identificationof the hazards、the management of the hazards and the comprehensive of the safetymanagement.
