| With the promotion of Pan Beibu Gulf Economic Zone and the development of seaboard large-scale petrochemical industry, the number of ships in Beibu Gulf increase rapidly. Super-tank sails and operates on the seal which leads to increasing the risk of water pollution and frequent accidents. At present, there are8petroleum drilling platforms,6oil wharfs and8sea-oiler on Beihai governed sea area, where more than2million tons crude oil throughput and400thousand tons finished oil throughput annul. There were2ocean-going vessel and drilling platform submarine oil spill accidents, what’s more, the Beihai governed sea areas have more than11000fish boats, and the consciousness of sea protection is weak and fisherman often illegal discharge of oil-bearing waste water. And now there are millions and thousand ton class ton refinery in Zhanjiang,8million ton class refinery in Beihai and15million ton class refinery and many petrochemical projects are under construction.Obviously, the risk of oil spilling is the big threat of Beibu Gulf marine environmental pollution, therefore to save the Beibu gulf environment and resource, we have to use the scientific ideas and measures to prevent and control the oil pollution. However, the various executive departments management, the overlap of administrative functions and unification demands of management leads to the low administrative efficiency and marine oil pollution.This paper mainly use document analysis, comparison and cases analysis methods to summary the concept, characteristic and necessary of the service-oriented government,define the marine environmental public produces and analyze and classify the marine oil pollution. By the searching of the nowadays measures of Beibu Gulf marine oil pollution and trends of world public management, find out that we have breakthrough point to build service-oriented and integrate various power to prevent the oil pollution.Lastly, integrating the actual condition of Beibu Gulf sea area and proposing the building legal system, restructuring organization, international cooperation and series of administrative measures to protect Beibu gulf environment. |
