This thesis focuses the study on PSA unit by means of petrochemical site assessment,HAZOP, LOPA to identify and study risk to mitigate risks at various stages of PSA unitbefore construction and provide Hydrogen Purification unit after-construction withassurance.This thesis presents site assessment used at Feasibility stage, HAZOP used at detailedengineering stage, semi-quantitative LOPA used for serious risk scenarios to confirmwhether safeguards in place are sufficient if compared to the safety standards. It alsopresents these3risk assessment technique in terms of mechanism, selection ofapplicability, execution process and requirements, necessary conditions of application,pros and cons of technologies, as well as the logic of applications and selection ofapplicability. These methods are advanced concept internationally in technical risk studyarea though they are not often used effectively in state companies and few companies haveestablished technical risk management system. This thesis combines the concept “thewhole cycle of a project” with necessity and operability of continuous technical riskmanagement to provide some references for domestic companies (which are weak now interms of process safety management) to establish process safety management system. Inaddition, by using risk assessment tools in various stages of PSA project, and incombination of present domestic situations of work safety, it also provide domesticpetrochemical industry with pertinent and operable recommendations for using these toolsfor risk analysis on other similar projects.Study achievements of this thesis are beneficial to the companies implementingtechnical risk management because they can utilize analysis results to help standardizinglevels of discipline’s procedures and specific managing. The thesis also identify that thesituation of inadequacy of risk assessment database, analysis model and software etc. arerequired to improve further for domestic process safety performance to develop intoanother stage.
