Ecological Security Evaluation Research Of "Qingdao-Weifang-Rizhao" Metropolitan Area

In <The Development Plan of Shandong Peninsula Blue Economic Zone>, it requiresthat "Qingdao-Weifang-Rizhao" to build National Innovation Cities and NewEconomic in West Coast, construct ring bay type metropolitan frame, and developmarine high technology industry and modern service industry. However, theecological environment is the basic conditions of human survival and development,and it is the foundation of economic and social development. Evaluating regionalecological environmental quality objectively can provide scientific proof forenvironmental management and decision-making, and also has important meaning toformulate the decision of the regional sustainable development.This research utilizes the "pressure-state-response" model to construct theregional ecological security evaluation indexes system which includes4levels,3criterions,9factors and37indexes.4levels are destination layer, criteria layer, factorlayer and index layer.3criterions are pressure, state and response.9factors areeconomic development pressure, ecological environment pressure, socialdevelopment pressure, resource state, ecological environment state, socialdevelopment state, economic development response, social development response andecological environment response.37indexes are GDP per capita, natural populationgrowth rate, percentage of forest cover, registered urban unemployment rate, theproportion of ecological and environmental protection investment in GDP, industrialwaste water standard emissions ratio and so on.This paper uses AHP and EM to confirm the index weight by subjective andobjective ways, and builds ecological security evaluation comprehensive weight of"Qingdao-Weifang-Rizhao" region, Qingdao, Weifang and Rizhao.This research works on ecological security evaluation with the example of "Qingdao-Weifang-Rizhao" metropolitan area. The results of research are:①As awhole, ecological security of "Qingdao-Weifang-Rizhao" is general security, and itis rising trend.②The pressure system makes an important role in ecological securityindex, but the state and response systems are more smooth and steady. The responsesystem is weak, and the response measures are far from sufficient.③The economicdevelopment response index is flat, and it means that short of financial input. Theecological environment pressure index varies range greatness, and it is the importantfactor in ecological security index.Based on the results, this paper puts forward measures to construct ecologicalsecurity and regional coordinated development for "Qingdao-Weifang-Rizhao":①Modifying the industrial structure, strengthening supervision of enforcement andcompliance.②Promoting circulation economy, developing of cleaner production.③Creating ecological demonstration, strengthening ecological regulation.④Increasingfinancial input, perfecting policy mechanism.⑤Stimulating innovations,encouraging talents training.⑥Carrying out the ecological security education,fostering ecological culture.
