In recent years, China’s major environmental incidents continue to occur, andcause serious damage to people’s lives, health and property. Nowadays, according tothe State Environmental Protection Administration’s statistics, in terms of pollution, ourcountry has entered a period of high risk of sudden environmental pollution accident.So, effective prevention and control of sudden environmental pollution accidentsituation are very serious.According to statistics, there were2,700sudden pollution accidents in2008national, and direct economic lost340million RMB. Next, In2009the nation has19pollution incidents which are especially big and burst, and altogether causes171peopledead, nearly3000people poisoned. In the first quarter of2010there were8suddenmajor pollution accidents in China, and in annual there were522.8billion of economiclosses caused by environmental pollution accidents. Then, in2005the country had1406pollution incidents for various types, at the same time, some parts of productionaccidents contemporized a lot of heavy environment pollution accidents. Afterwards,2006was a year of high pollution incidents occurrence, and the State EnvironmentalProtection Administration reported to dispose of a total of161emergencyenvironmental pollution incidents,85cases more than in2005. The2007nationalenvironmental events are507. Gradually, January2008to October,481events acrossthe country from various environmental. Water pollution is about60percent overallenvironmental emergencies. Therefore, how to deal with the sudden water pollutionevent to further establish and improve the emergency mechanism of sudden waterpollution events become social focus of attention.In complex emergency situations, how to quickly and accurately monitor the levelof risk of sudden environmental events, and come up with a scientific and rational riskassessment, and determine the level of risk, and develop appropriate contingency plansfor different level of risk for emergency personnel are urgent issues. This topicsummarizes the cause, harm and prevention measures of sudden water pollution event,and establish the appropriate early warning systems from the environmental, social,economic, and human health hazards, to fast and accurately determine the level of riskof sudden water pollution event, thereby, to the greatest extent reduce economic losses.The research on the subject has important practical significance, which surroundsnational ecological safety and environmental risks of chemical classes such as theproject, and provides a theoretical basis for China’s water environment emergencyassessment and emergency management.
