Promoting carbon peak and carbon neutrality is a major strategic decision made by the Party Central Committee after careful consideration.It is an internal requirement to implement the new development concept,build a new development pattern,and promote high-quality development.It is also an urgent need to solve a series of key issues,such as restricting China’s development bottleneck,promoting the transformation and upgrading of economic structure,promoting the harmonious coexistence of human and nature,and promoting the construction of a community with a shared future for mankind,and it will be of great significance to develop the western region.Promoting green technology innovation of enterprises is the necessary way to ensure the realization of carbon peak and carbon neutral targets as scheduled.In order to further achieve the "double carbon" goal,it is necessary to support the key technology path and guarantee the social path,to contribute to the combination of the government and the effective market,and to accelerate the development of existing green technology innovation of enterprises from the perspective of carbon emission control.As a typical incentive low-carbon policy to promote greenhouse gas emissions reduction,whether and how carbon emission trading and government green innovation subsidies can motivate enterprises to carry out green technology innovation in the context of the "dual carbon" goal deserves in-depth study.On the other hand,because the central environmental protection supervision based on the "double carbon" goal has been normalized and institutionalized,as an important institutional innovation,whether and to what extent the implementation of the environmental protection supervision under the "double carbon" goal can motivate enterprises to carry out green technology innovation also needs in-depth study,summary and further improvement.Aiming at the strategic choice of green technology innovation of bounded rational enterprises in the three current low-carbon policies,the thesis first studies the evolutionary stability strategy and key influencing factors of the participants of "central government-local government-high energy-consuming enterprises" based on the evolutionary game theory,and carries out numerical simulation analysis through MATLAB.The results show that there are many different evolutionary stability strategies in the dynamic evolution system under different initial states under the static reward and punishment mechanism,and the change of this state depends on many factors.Under the condition that other conditions remain unchanged,whether an enterprise carries out green technology innovation strategy will be affected by the carbon trading price,government environmental regulation tools and the implementation of "double carbon" target environmental protection supervision,in which the proportion of initial energy consumption of the enterprise will inhibit it,and the carbon market trading price,supervision coverage and strictness,and green innovation investment subsidy coefficient will promote it.Then,the thesis uses the two-way fixed effect model,based on the data of listed energy-consuming enterprises in the carbon trading pilot area from 2014 to 2021,to analyze the impact of the carbon emissions trading price and government green innovation subsidies on the green technology innovation level of energy-consuming enterprises.The research results show that the rise of carbon trading price and the increase of government green innovation subsidies significantly promote green technology innovation of enterprises.Further heterogeneity discussions based on the areas where the enterprise is located and the enterprise belongs to find that the rising carbon emission trading price has a more significant role in promoting the green innovation level of the manufacturing industry,especially the chemical and steel enterprises,and the increase of government green innovation subsidies has a more significant role in promoting the green innovation level of manufacturing industry,especially chemical enterprises.In particular,the impact of carbon trading prices and government green innovation subsidies on the level of green technology innovation of enterprises varies significantly in different regions.Based on the above conclusions,this thesis puts forward some policy recommendations to help achieve the "dual carbon" goal and promote green and sustainable development of the entire society.First,we should give full play to the combined role of an effective market and a promising government,effectively promote the carbon price increase within a reasonable range.Then,further encourage local governments with conditions to appropriately increase the subsidies for green innovation investment,optimize the environment for green technology innovation.Finally,continue to expand the scope of supervision based on the "double carbon" goal,strengthen the supervision and punishment of the government,pay attention to incentives and guidance,and encourage local governments to actively govern,etc.The research can further enrich and enrich the relevant research,at the same time provide a certain reference for the central government to formulate the incentive and constraint mechanism design of carbon peak and carbon neutral targets for local governments and enterprises,and have a certain inspiration for the scientific and orderly promotion of carbon peak and carbon neutral targets as scheduled and the construction of a modern economic system.
