This thesis is to analyze the environment policy efficiency loss present situation and its influence factors, and put forward the corresponding countermeasures and suggestions, targeted at the city of L, by way of the questionnaire survey and case interviews way. This paper can be divided into five parts:the introduction, theoretical discussion, the empirical analysis, Cause analysis and policy advice.Part1:Introduction. The problem is exposed, the purpose of this study and its significance, related research literature reviews, research hypotheses and basic concepts and the basic contents, ideas and methods.Part2:explanations of theories related to environmental policy efficiency loss:Public Goods and Market/Government Failure Theory, Stakeholder Theory.Part3:The empirical analysis of environmental policy efficiency loss. To observe the present situation of the environmental policy efficiency, through the investigation of the environmental policy of aging, input and output ratio, and its effect based on the measurement methods.Part4:Factors of current conditions of the efficiency loss of environmental policy. The writer is to develop the following three following steps:environmental policy itself, environmental policy subject (policy formulation main body, policy executive main body, Policy target groups), environmental policy of external factors (economic factors, social human factors, legal factors).Part5:Conclusions and policy recommendations. The study proves that environmental policy efficiency is not high, especially in time and input and output scale performance. moreover, the factors of the efficiency of the environmental policy is complex and tough, to settle this matter, this paper tends to provide some suggestions like enhancing the government’s environmental management ability, improving environment at all levels of government target responsibility system, Optimizing the citizen participation mechanism, strengthening enterprise social environment responsibility and establishing market economy environment of legal system. In addition, shortcomings of this study are pointed out at the end of this paper. |
