The Evaluation Index System Of Ecollgical Civilization Construction In Xiamen

Human beings and the society continuously make progress in the process of seeking civilization. However, human activities have not only improved but also destroyed the natural environment. Ecological civilization is established according to objective laws. It is a new kind of social civilization that man and the nature, man and man, as well as man and the society develop harmoniously. The evaluation index of ecological civilization is a significant part of ecological construction and an essential requirement to realize sustainable development of the economy and to build a harmonious society.The paper used theoretical approach, frequency analysis, Delphi method and Analytic Hierarchy Process to make a preliminary selection about the evaluation index of ecological civilization. These indexes were chosen from areas of the society, the economy, the culture and the environment. And then those independent and comprehensive indexes were optimized. Finally the whole index system was established, which was constituted by two levels:the first-class and the second-class indexes. The former contained four aspects, namely, the healthy eco-economy, the harmonious eco-society, the favorable eco-environment and the prosperous eco-culture. The latter had40individual indexes, among which the eco-economy had10indexes; the eco-society had10; the eco-environment had11and the eco-culture had9. Xiamen had successfully finished25items and the rest still needed further improvement.The evaluation index system fully reflected the construction of ecological civilization in Xiamen, which was appropriate for Xiamen’s sustainable growth. The system could provide a guide for ecological construction in other areas of China and for the decision making of government.
