Research On Reconstruction Resilience Evaluation Of Wenchuan County,Sichuan Province With The Goal Of "Build Back Better"

Since the 20 th century,the world’s total economic loss is generally upward due to the overall economic losses,and the frequency of extreme disasters in Asia is much higher than other continents,and China is complicated by terrain,and the climate is diverse.Therefore,the city needs to continuously learn from the experience and lessons of disasters and post-disaster reconstruction,try to reduce urban risks and improve the response to disasters.The Fifth Plenary Session of the 19 th National Session of the Party explicitly put forward the construction of resilient city in the 《The Suggestions on the Development of the 14 th FiveYear Plan for the Development of National Economics and Social Development and the Visionary Objectives of the 2013 Five-Year Plan》。This article first understands the research status of "Build Back Better" and resilience by reviewing a large number of literature materials,then in conjunction with the research content of this paper,it summarizes the concept of "Build Back Better" and resilient city.Secondly through the field survey,it has been found that the main disaster spots in Wenchuan County are earthquake disasters,geological disasters,flood disasters,fire disasters and safety production accidents.Then investigate all kinds of disaster prevention engineering facilities in Wenchuan County,analyzing problems in all kinds of disaster prevention engineering facilities.Again,based on the results of literature research and field survey,the Evaluation Index System of Wenchuan County.The indicator system mainly includes four subsystems of society,economy,ecology and infrastructure.The indicator weight is obtained by hierarchical analysis and entropy value method,and the indicator data is obtained by questionnaire and field survey.Finally,calculate and analyze the city score and identify the main obstacle factor.Then analysis of the coupling coordination of social systems,economic systems,ecosystems,and infrastructure systems in 2007,2015 and 2021.It has been obtained by the disaster recovery reconstruction after the disaster,and the coupling coordination is gradually increased,and at a high level in 2021.By analytical from the indicators of each level since 2007,2015 and 2021 evolution,the main obstacle factor of the evolution of Wenchuan County resilience construction is identified,which provides a basis for the development of the resilience improvement strategy.At the same time,through the analysis of the urban coupling coordination degree and the evolution of indicators at all levels,it is concluded that the postdisaster reconstruction of Wenchuan County has basically achieved the goal of "Build Back Better ".Finally,based on the concept of resilient cities and case studies,optimization strategies are proposed for the construction of social resilience,economic resilience,ecological resilience,and infrastructure resilience.
