| The constructions and developments at the coast zone are becoming more and more frequent when the national marine economy is on the high way. It servers as a double-blade sword to the society, helping developing local economy on one hand whie sacrificing environment quality on the other hand. How to balance the intensity of constructions and developments between the need of environment protections is a important and urgent question that people need to answer. This study is going to make an advance in the answering work, by analyzing the cumulative environment impacts and the comprehensive influences during coast construction and developments at example areas of the Liaoning Province.After statics of status of the natural environment, ecosystem, resources, and the current economical activities, we get to know that there are2110.14km long coast,2654.1km2tide flats,402islands, more than520marine life species along the coast zone of Liaoning, providng richful resources for shiping, fishing, mining, and energy industries. The current economy activities in coast zone mostly happen at areas shallower than5m and the tide flats, distribute mainly in the Liaodong Bay and east area off Dalian, consist mainly of fishing, mining, and shiping. The most important increase in economy has shifted from the primary and second industry to tertiary industry in recent years. When look at the environment protection, it is dispointing that the water, sediment, and marine biological qualities are harmed, the helth of the marine ecosystem is damaged, due to lack of enough consideration.Taking the Jinzhou Bay, the Shuangtaizi Estuary, the Dalian Bay, and the Yalujiang Estuary as example coast zones, the environment influeces and comprehensive effects of the economy activities in different times are analysed based on the single factor evaluation and comprehensive assessment index. It is indicated that the water quality is sensitive to the terrestrial pollution especially in the closed bay such as the Dalian Bay; land reclamation from sea influeced the ecosystem and environment most; the influences of economy activities upon the environment can be cumulative, and often appear as comprehensive effects of muti economy activities.It turns out in this study that there are several problems need to be solved as soon as possible, as:(1), shortage of space at coastal zones nearby shallow seas;(2), many coast ecosystems being damaged by large scale land reclamation from sea;(3), absence of the plan for coast zone development;(4), threat on marine ecosystems from irrational constructions and developments;(5), frequent disasters in off-shore sea areas. To protect the natural environment from damage, to help the economy of coast zones developing in a heathy, suastainable way, people need:(1), strengthen the mananegement of coast zones by improving laws and regulations;(2), study the bearing capacity of coast zones to instruct the development plans;(3), perform developments in district scale to protect the district ecosystems in coast zones;(4), prefect the defence system against disasters in coast zones;(5), strengthen the supervision and monitoring in coast zones;(6), conduct more remediation and restoration of coast zones. |
