| In recent years, as a result of over-depended on fossil energy, the CO2emissions havebeen increased yearly, greenhouse effect also enhanced, and leading to more extreme weatherand disaster. The extent of damage has already threatened the human beings’ life. The globalhave got a common view on the climate warming. In order to find a new sustainable way, theidea of low-carbon development emerges as the times require. For the sake of promoting thedevelopment of low-carbon city, we must establish a set of feasible and operable evaluationindex system for the level of low-carbon city. It can evaluate the status of low-carbon citydevelopment, and more important, it can reflect the advantage and disadvantage in thedevelopment of low-carbon city, and use it or overcome it to monitor the course oflow-carbon urban development, and it can forecast and lead the next stage development. Thispaper provides scientific arguments for urban low-carbon planning and decision-making.This paper mainly analyses the domestic and overseas relative information of low-carbonresearch. On the basic of understanding the concept and connotation, use thepressure-state-response model for the first time, and establish a set of feasible and operableevaluation index system for the level of low-carbon city, and evaluate the level of low-carbondevelopment of14cities in Liaoning Province in2002,2004,2006,2008,2010,2012withthe health distance method. This paper analyses the regular pattern of low-carbondevelopment in crosswise and lengthways, and analyses the main factors in urban low-carbondevelopment at the same time. The result shows: the health distance of low-carbondevelopment of most cities in Liaoning province decreased in2002-2012. It indicates thelevel of low-carbon development has been increased. That is to say the low-carbondevelopment is face to the better direction; and at the lengthways, each city has a differentlevel of low-carbon development at the same year, and this paper also analyses the mainfactors those restrict the level of low-carbon development. In the end, the paper proposedsome suggestions which can ensure the urban low-carbon development. |
