Soil is an important material basis of production activities in human society, it isalso an indispensable and difficult renewable natural resources. Since ancient times,obvious contradiction existed between the large population and shortage of land.Especially, in recent years, with the growing of population, economic development,and accelerated industrialization and urbanization process in China, the increasingpollution area of farm land and the reduction of arable land become more and moreserious. Land resources as a scarce resource, has been unprecedented attention. Landconsolidation project has been taken widely all over the country in order to improvethe utilization of agricultural land. Although land consolidation project effectivelycontrol the reduction of farmland area, the face of polluted farmland area increasewhich caused by the economic development, there is no corresponding solution intraditional land consolidation project. Moreover, it did not take into account thefarmland soil pollution (soil pollution survey and evaluation) before the start of theproject, thus it could easily result in the transfer of pollutants and expansion of thecontaminated area in the construction process.In response to these issues, this paper, starting from the current research statusand existing problems on the basis of domestic and foreign literature, carried out thestudy of farmland pollution repairment comprehensive technique based on landconsolidation. This technology has taken the traditional land consolidation measuresin the farmland pollution control projects for strengthening pollution prevention andrestoration effect. Application of this technology, the remediation of contaminatedsoils can combine of land consolidation organically, while improving the utilization ofland and promote sustainable development. The main contents and results are following:The survey methodology of polluted farmland consolidation: The technologydetermined the location of the research area and then investigated the overview of thenatural, economic and social in the research area, based on collating a variety of mapsand statistical documentations. It used the technology of GIS, GPS("3S") and RS tobuild the spatial database of the study area, and completed the investigation unit mapof the study area. In accordance with relevant state regulations and standards, it tookthe survey of farmland soil pollution sources and the evaluation of farmland quality,which based on the investigation unit map of the study area, to determine the farmlandpollution sources, main pollutants and the current status of farmland environmentalquality.The program filtering for polluted farmland consolidation: The technologycontained the repairment program filtering for polluted farmland and the integrationof repairment program and farmland consolidation. The comprehensive farmlandrepairment program had been determined by the survey of farmland soil pollutionsources and the quality evaluation of farmland environment, in accordance with thedifferent pollution sources, pollution levels and the applicable scope of repairmenttechnologies which had been economic and technical feasibility. The integrationprogram considered the contents and characteristics of the traditional landconsolidation project, based on comprehensive farmland repairment program. Theintegration program took the central part of farmland consolidation as its mainframework, and conducted the compatibility analysis of farmland repairment andconsolidation project. And then with reference to some integration principles, theintegration program took repairment program into the construction process of landconsolidation. At last, the integration control technology of pollution sources had beenformed by integrated the control technology of soil pollution sources and the projectof irrigation and drainage. The integration technology of soils pollution repairmenthad been formed by integrated the technology of farmland repairment and the projectof land formation.The evaluation of polluted farmland consolidation: The technology contained the effect evaluation of land consolidation and the effect evaluation of pollutionrepairment. It integrated the indicators of two parts according to certain principles andmathematical methods. All the indicators had been further classification andrefinement, to fully reflect the effect of polluted farmland consolidation. Thistechnology provided scientific reference and basis for subsequent land developmentand soil pollution repairment works.Finally, the paper took an example of the farmland demonstration area inChangle City, Fujian Province. The paper clarified the demonstration area by theoverview of the natural, economic and social in the research area, and used the surveymethodology of polluted farmland consolidation to complete the establishment of thespatial database and the production of survey sampling maps. And then it clarified thelight contamination of heavy metal in agricultural soils and low to medium levels oforganic pollution in irrigation water by the survey of farmland soil pollution sourcesand the evaluation of farmland environmental quality. According to the survey resultsand the local socio-economic development goals, it designed the integrated pollutedfarmland consolidation program of the earthworks mixed-dilution method, whichcombined with agricultural production adjustment; and the pollution sources controlprogram of irrigation ditches (artificial wetland) ecological barrier, by using theprogram filtering for polluted farmland consolidation. At last, through the evaluationof polluted farmland consolidation, the results showed that the efficiency of economy,society, eco-environment and comprehensive benefits had been increased by10.96%,11.96%,24.41%and18.86%after the project. The efficiency of economy, society andeco-environment accounted comprehensive benefits for7.86%,18.38%,73.76%. Sothat, the case had verified the feasibility of the farmland pollution repairmentcomprehensive technique based on land consolidation. And the technique wasfavorable to the development and utilization of land resources rationally and thesustainable development of agriculture in China.
