Study On Water Pollution Control Policy Of Huai River

The problem of water pollution control is one of the important researches on environmental protection. Under the macroscopic background of making environmental improvement, economic and social development adaptable, still facing severe water pollution situation, it is necessary to make Laws, regulations and policy system of water pollution control improve and innovate continually. Considering the water pollution of Huai River always exists and the water environment has not been fully improved, it is urgent to explore the effective water pollution control policy. On the basis of collecting and consulting related literature and material at home and abroad, review the water pollution control policy systematically and put forward specific policy recommendations on the water pollution control of Huai River.There are six chapters in the paper. Such as background, purpose, significance, status, framework and methods of the research are introduced in Chapterl, which has presented the general idea. Chapter2is the theoretical study including theoretical analysis of water pollution control policy, such as externality theory, public goods theory and government regulation theory, which provide theory basis for policy research.The research of policy aspects is focused on Chapter3to Chapter6. In Chapter3, the water pollution control policy of Huai River implemented has arranged and expounded, including command and control instruments and economic incentive methods. And then make an analysis on the situation of water pollution control. In Chapter4, it is pointed out that the problems and constraints of the effective implementation of water pollution control policy. The former one mainly including low efficiency of command and control instruments, flows of economic incentive methods existing, less supervision of polluting enterprises and so on. The latter one mainly including unclear function of management agencies, lack in supporting facilities of water pollution control, insufficient investment of water pollution control, short of public participation mechanism and so on. Several policy practices at home and abroad are described in Chapter5. The practical experience of current control policy are summarized, for instance, perfecting river basin water pollution control agencies, making full use of appropriate economic incentive methods, and encouraging the public to participate in water pollution control through various ways, which provide the reference for Huai River. In Chapter6, it is presented suggestions of water pollution control policy of Huai River. In the light of theoretical basis, policy practice and practical experience of policy, effective control policy is formulated and implemented according to local conditions. The main idea proposed is that on basis of command and control instrument, improving water environment management of Huai River, and driving the implementation of economic incentive methods mainly based on the market mechanism to a certain extent. The main of alternative economic incentive methods is water environment ecological compensation. While environmental pollution liability insurance and emission trading institution need to be experimented in parts of Huai River, then could be implemented step by step. At the same time, on the basis of broadening the investment and financing channels for pollution control, it is necessary to establish policy system which is the integration of command and control instruments, economic incentive methods and public participation means.
