CIFRC And Flood Relief In Anhui

CIFRC was founded in1921, and its first active area is Hebei. By doing some Relief activities in Hebei, CIFRC gets enough experience in disaster relief. In1931, the big flood beaked out in Huaihe River Basin. It was the most widely affected area and most serious flood disaster. In view of the Famine Relief Commission has extensive experience in disaster relief. The National Government entrusted CIFRC to assist the relief, and map out disaster relief program for the government. After took over the famine relief, CIFRC divided The Disaster Relief into three stages. They are Urgent relief, Workers Relief, and Agricultural relief. First, relief should save lives as a precondition; second, relief should take the work into account by the phase of eclipse consolidated; third, relief should carry out agricultural relief, and establish the union, reflect the fact that disaster prevention is better than disaster relief. Regard this as the opportunity; CIFRC pushed the cooperation concept in Anhui, and promoted the development of cooperative movement; laid the foundation for the national government of cooperative movement in this region.I divided my full text into five apartments:On part I:Introduction. Summarize the academic achievements of the China International Famine Relief Commission, and reflect the ideas and the main content of this study.On Part II:Flood disaster conditions and government disaster relief. I discussed disaster situation of the serous flood. I descript the condition of the large flood damage. On this basis, I discussed the relief measures provided by the Central Government and the Anhui provincial government, and put it as background.On Part III:Relief ideas and disaster relief initiatives of CIFRC in Anhui. Center the design concept of the relief, to the implement of rescue work, and the launching of agricultural relief. I discussed the disaster relief of CIFRC in Anhui in detail, on this basis, relief effectiveness were either discussed.On Part IV:The cooperative movement in Anhui of CIFRC. Make a more detailed discussion about the fact that CIFRC carry out the rural cooperative movement in Anhui initiatives, and analyze the deficiencies of the rural cooperative. I descript the cooperative movement of CIFRC in Anhui. Under the impetus and leadership of the Anhui provincial government, the cooperative movement continued to deepen.On part Ⅴ: Conclusion. Summarize the entire contents, and gets some enlightenment.
