Study On Environmental Justice In China From The Perspective Of Inclusive Growth

In the late twentieth century, human society speeded up the progress of industrial civilization in a relatively peaceful environment. Technology developed rapidly and became a new factor of production. The activities of human being to get more material wealth boomed. As a result, Ecological environment deterioration, species extinction and environmental pollution came into being.It’s the common view of the globe to deal with the Ecological environment problems. However, every country considers it based on its own profits and demands. So, it’s difficult to get a consistent agreement in the environment right distribution and environmental responsibility. During the practice of environmental protection and the deep thought of the problem, environmental Justice Theory is formed. It reflects the unfair environmental rights and duties between the strong group and disadvantaged group.To build a resource-saving and environment-friendly society is one of the main tasks of National Twelfth Five-Year Plan, the key of which is the realization of the environmental justice which means productive justice, the fair distribution of the environment rights and fair obligation for the environment. The idea of inclusive growth has become the newly recognized developmental idea of most countries, which emphasizes on justice and sharing, demands the coordinated development among different people and different countries and demands that the result of development can be beneficial to everyone who helps it. This idea can be a good lead of environmental justice. Justice and sharing are common requirements by both inclusive growth and environmental justice.In recent years, there are many cases of serious damage of the environment in our country. This is the problem of environmental justice accumulated in different developmental stages of our nation. They are historical factors, globalization factors, and the unjust relationships between human being and environment or person and person. The deep reason can be summarizes into three points--The irrational developmental value concept and one-sided government evaluation and the lack of public participation.Steps of realizing the environmental justice of our nation includes perfection of the laws and policies of environment to reflect the humanism of the inclusive growth, development of the government valuation system to show a good lead by the government, perfection of the system of public participation to protect the environmental rights of public, innovation of the Polluter Pay Principle to realize the coordination of both development and treatment, and strengthening of the public education of environmental justice to build a scientific concept of consumption.
