| Environment is the foundation of human survival. Our society is in transition period now. The situation of environmental pollution is very grim. Fairness and justice is one of the basic features of socialist harmonious society. Environmental problems can’t be resolved effectively if not linked with social justice.The theories of social justice and environmental governance are used as theoretical context in this paper. The author use literature study, comparative analysis, the empirical and theoretical analysis, under the perspective of public management to write this paper. This study first defines key concepts such as social justice and environmental governance performance evaluation. The environmental performance evaluation theory and Fraser’s theory of justice are used in the paper. The author analyzes environmental governance performance evaluation target, subject and object and procedure in environmental governance performance evaluation theory. This paper analyzes Fraser’s justice theory from three dimensions:recognition, representation and redistribution. Fraser’s justice theory will be used to analyze the impartiality of environmental performance evaluation in Beijing-Tianjin-Hebei region.The environmental governance performance evaluation has obtained achievements but there is also impartiality in Beijing-Tianjin-Hebei region. Main problems are the performance evaluation theory deviate from the justice value, the main body of environmental governance performance evaluation lack of impartiality, the performance evaluation method lack of fairness, the performance evaluation procedures lack of impartiality, the performance evaluation index system is set. The research will analyze the various reasons from the dimensions of ideological, political, institutional and technical. Firstly, the value of environmental justice is difficult to grasp. Justice value is fuzzy in environmental governance. There is a gap on the concept of environmental governance between residents in the region. Secondly, the power centered social structure and the limitations of single central government governance mode are the political factors. Environmental management is fragmentized in the region. The legal system of environmental governance performance appraisal is missing. In addition, technical difficulties are also reasons result in injustice, such as the lack of perfect evaluation index system. Owing to this, it is difficult to monitor environmental governance performance and environmental risk. Aimed at solving problems existed in the environmental performance evaluation of this region, this study brings forward countermeasures based on the principle of justice. Firstly, the public and society should set up the justice value of the environmental governance performance evaluation. The public’s environmental right should be acknowledged. Second, the government must establish fair environmental resource allocation mechanism, making the environmental resources redistribution meet the requirements of fairness and justice. Thirdly, the related legal system of environmental governance performance evaluation should be perfected. The last one is that we need standardize environmental governance performance evaluation process.This study puts forward the governance performance evaluation construction under the perspective of social justice. It’s useful to promote the study of the theory in the environmental governance performance evaluation. It also can be referenced by government in practice to improve the justice of environmental governance performance evaluation. |
