Along with the progress of society, sustainable development has become anobjective of human pursuit, municipal solid waste MSW as the product of humanactivity has become a burden of the earth. According to statistics, there are668citiesin China at present, two-thirds of them are surrounded by MSW. If the treatment ofMSW is inappropriate, the poisonous and harmful materials in it can be harmful toecological environment through various ways, worsen the extent of air pollution,water pollution, soil pollution and groundwater resources pollution, and serious effectthe health of the residents. MSW has become an obstacle of human society’sdevelopment, properly handle the MSW and eliminate the pollution of MSW to theenvironment is imminent.With the speedup of urbanization and enhance of people’ standard of living, thegeneration of MSW has heavily risen. Per capita output has been to450-500kg/a,some developed economy cities are even higher. In2008, the clearance volume of citywaste was155million tons, and the clearance volume of counties and key townswaste was about70million tons, the total MSW was220million tons. But,corresponding with this, the treatment level and pollution control level of our countryMSW is relatively lags behind, it is necessary to plan the disposal facilitiesconstruction of MSW, and ensure the MSW disposal facilities meeting the needs ofthe MSW capacity.The paper takes Jilin province as the research object, according to the presentsituation of MSW output and treatment, predicting the output of MSW in the next fiveyears, and in the light of the present situation that MSW surrounded city, constructingthe MSW disposal facilities which matching the waste production, planning theharmless disposal facilities of MSW for Jilin province during “Twelfth Five-YearPlan”, so as to provide a reference for government departments planning.
