A Study Of Development And Problems Of CDM Projects For Zhejiang Enterprises

Problems caused by human activities such as climate change, global warming and spread ofextreme weather have become increasingly fierce. Therefore, countries across the world reachedagreement namely UNFCCC and Kyoto Protocol in a series of international climate changeconferences to protect the environment. The Kyoto Protocol regulates specific obligationsdeveloped countries and developing countries shall do. Three types of carbon trading: ET, JI andCDM have been put forward in the agreement. As a developing country, China can only attendCDM. CDM has provided an excellent platform for cooperation between developing countries anddeveloped counties in tackling global warming.This paper, as participation of CDM projects of Zhejiang enterprises as main content,illustrates problems enterprises encounter and ways to solve them.The paper covers the following contents:1. CDM is an effective mean to reduce global carbon emission. The paper explainsbackground, main content and development of CDM projects both in China and across the world.Enterprises in developing countries could gain economic return through selling CERs for thesustainable development, energy saving and emission reduction.2. Survey of CDM projects in Zhejiang Province. The paper explains the permission,registration and issue of CDM projects Zhejiang enterprises get. Meanwhile, we can tell that CDMis not the pie falling from the sky. According to the questionnaires I make, we can see that a largenumber of enterprises which engaged in CDM projects encounter various types of puzzles namelyuncertainty of international policy, game of different governments, changes and complicity ofCDM operation. All these problems have blocked enterprises’ participation in CDM projects.3. Ways to solve the problems. This paper analyzes inner reasons of problems that enterprisesin Zhejiang suffers for CDM projects and gives out detailed countermeasures and advice forenterprises to attend CDM projects from micro and macro perspectives. Enterprises shallstrengthen their power, find proper breakthroughs, prepare materials properly and adopt the correctmethodology so that they will achieve success in approval procedure and have smooth dailyoperation of CDM projects.
