| This paper studies the relationship and its essence between the several recent American governments and the "Kyoto Protocol",which will be discussed in five chapters.In the first chapter,the article discusses the background,the content and the significance of the "Kyoto Protocol".Confronted with the objective fact that the world is continuously becoming warmer and warmer,the "Kyoto Protocol" came into being under the joint efforts of the international communities,becoming the first legally binding agreement to cut down the greenhouse gas emissions in the history of human being,which is of great significance to promote the establishment of a global environmental management system and mechanism.From the second chapter to the fourth chapter,the article analyses the different policies of the Clinton administration,the Bush administration and the Obama Administration on the "Kyoto Protocol" along with the reasons for adopting these different policies respectively. The Clinton administration signed the "Kyoto Protocol",the Bush administration withdrew from it negatively,the Obama Government's has pledged that the United States is to play a "leading" role in the action to do with the global climatic change.The different attitudes of the above-mentioned governments bring the "Kyoto Protocol" too many variables.In the fifth chapter,the article makes a comprehensive analysis of the subjective and objective reasons to adopt different policies on the "Kyoto Protocol" by the above-mentioned three United States Governments.Although the specific policies implemented by the three different Governments are different,they are all carded out around the national interests,group interests and the leadership in the field of the global environment and development of the United States.At the same time,the protocol's own flaws and weaknesses has become the objective reasons for the United States to adopt changing policies on it.Studying and analyzing the different policies on the "Kyoto Protocol" of the American governments makes us deeply understand that in order to truly solve the common problems facing humanity,the international communities must adhere to principles and strengthen cooperation to jointly cope with this important issue of global warming. |
