With the development of oil pipeline transportation, the construction of pumpingstation increased gradually. Harmful gases (non-methane hydrocarbones) are emittedin the production process of the oil transportation station by unorganized form, theirimpact on the environment can not be ignored.Oil station’s main function is to measure, store, heat, press and detect the oil. Thetank is used to store oil and is also the key fugitive emission source in the pumpingstation.The quantity of emission can be estimated by many methods, meanwhile, itsaccuracy badly effect the credibility of the conclusions of the environmental impactassessment(EIA), so, it’s necessary to select the means possessed high accuracy andpracticality to determine the quantity of fugitive emission. According to《Technicalmethods for making local emission standards of air pollutants》and《Guidelines forEnvironmental Impact Assessment-Atmospheric Environment, the fugitive emissionsource in oil station should be set health protection distance and atmosphericenvironmental protection distance, that bring to a dispute about them in the oil station’satmospheric EIA.In this paper, firstly, the methods commonly used to calculate the quantity offugitive emission emitted by tank are described. It analysed the factors affectted thequantity of tank’s fugitive emission and compared the accuracy and practicality ofcalculation methods, concluded that the china petrochemical formula method ispractical and exact. Secondly, it constracted the calculation method of healthprotection zone with the calculation method of atmospheric environmental protection zone, proposed that it should based atmospheric environmental protection distance todecide the protection zone, and consulted the health protection zone. In order toachieve a more reasonabal health protection zone and atmospheric environmentalprotection zone, also should consider the impact of society, economic, technic, theactual fact of the construction project and so on. Finally, took an oil station as anexample, assessed its impact to atmospheric environment. Using《Design guideline forenergy conservation of petroleum depots》recommended method, china petrochemicalformula method and on-site monitoring method to estimate the tank’s emissionquantity, respectively. The ease and accuracy of china petrochemical formula methodwere demonstrated, then, the oil station’s atmospheric environmental protection zonewas determined, measures to control pollution were proposed. In addition, the othertwo similar projects’ atmospheric environmental protection zone were caculated, cometo the conclusion that the fugitive emissions of atmospheric pollutants emitted bypumping station have less environment impact and can not set atmosphericenvironmental protection zone.
