| Urbanization is the common law of human society develops and is the inexorabletrend of social and economic development. It promotes the human social economicprosperity and development but also has brought many serious environmental problems.If these problems cannot be solved, not only hinder the long-term development of thecity and eventually will threaten the survival of the human. Environmental managementis main measures to solve the ecological environment problem actively and realize thelong-term development. City environmental management index system is the guidanceof city environmental management work orderly and it is quantitative evaluation toolsof city environmental management.With the application of the Driving Force-State-Response framework （DSR） modelmechanism, this paper constructed the framework of city environmental managementindex system on the basis of environment management process. According to the indexchoosing principles, such as science, data accessibility and with the application offrequency analysis method, theoretical analysis and expert consultation method, thispaper constructed the city environmental management index system including threeelements of social, economic and environment. This paper put forward themodelΣE M=S+R-D=Σ XSi.Σ wSi+ΣXRj. wRj-Σ XDk.wDkanddivided the environmental management evaluation index into very high, high, low,very low and in general five environmental management level.The theoretical results are applied to the Dadukou District of Chongqing. Based onthe city environmental management index system, this paper constructed DadukouDistrict environmental management index system according to the actual situation. Theindex were standardized by using the target value of index method and were weightedby using analytic hierarchy process. Then this paper calculated the environmentaldriving force index, environmental state index, environmental response index andenvironmental management evaluation index from2005to2009in Dadukou district.The results showed that the environmental driving force index were high and increasedfirst and then decreased, the environment state index had been rising, the environmentalresponse index were large and had been rising steadily and the EM index had beenrising gradually from2005to2009in Dadukou district. This paper analyzed thegoodness of fit between the calculating results and the actual situation, demonstrated the city environmental management evaluation model construction is reasonable andenvironmental management index system and their weights were set properly. Then itforecasted that the EM index would rise slightly, but the environmental managementlevel still maintained a levelⅡafter the Chongqing iron and Steel （Group） CompanyLimited removal of Dadukou District. This article found the main factor whichinfluenced the environmental management evaluation index of Dadukou district was theenvironmental driving force index. At last, the author raised some suggestions such asimplementation of environmental access regulations strictly， adjustment andoptimization of the industrial structure, promotion energy saving and emission reductionand so on. |
