With the rapid development of Geographic Information System (GIS) technology, its application areas using continue to expand, its application level is also deepening. GIS technology has been used in the field of Statistics for a long time at home and abroad. Both in the population, economy, agriculture and other fields of statistical surveys of a country, or in routine statistical survey or sampling, GIS plays an important role.Along with the domestic population, economy, agriculture and other areas to carry out the census, the relevant departments have already established a number of independent Statistical Geographic Information Systems. Most of these systems isolate from Statistical departments, they are emphasized data management and data display, at the same time they are conditioned by less data types, single system features, poor expansibility, the complexity of maintenance and updates, and other factors. So the sharing of statistical data and the using of statistical systems are not ideal, which resulting in a great waste of resources and constraining sustainable development of statistical information.The second national economic census in 2008, explicitly calls for the establishment of the Statistical Geographical Information Systems, which covers all sectors of the national economy. Based on the second national economic census pilot project-Sichuan Statistics Geographic Information System, this paper is to explore the building thought of common Statistical Geographic Information System platform, to establish a scalable and customizable general-purpose Statistical Geographic Information System platform, integrating multi-class statistical data resources, common modules that can be shared. Reference to the construction processes and management principles of software engineering, this paper detailedly explains the design and implementation processes of Sichuan Statistical Geographical Information System platform from the aspects of system construction goals, contents, general design, database design, application support layer design, subsystem functional design etc.As a Geospatial-based system, integrating Sichuan previous economical census data, population census data, agricultural census data, annual reports and other kinds of statistical data, it is a Statistical Geographic Information System with comprehensive data, detailed maps, it is also easily maintained, flexibly extended. The system works well in the Statistics Bureau of Sichuan Province after completion; it is a useful reference to the Statistical Geographic Information System construction and implementation for the other provinces and cities of our country.
