Because of the development of the global economy and the intense competition of the manufacture market, it is quite difficult to master and control the demands from customers, which elevates the frequency of rush orders. The inserted rush orders shall lead to the change in many areas of multi-plant for the product’s planning in semiconductor industry so that we will be trouble to solve the planning problem for rush orders. When confronting rush orders, multi-plant corporate always decides whether accept the rush orders or not using traditional method—experience. However, it will result in many disadvantages, such as the disorder to product line, the delayed delivery for some products and the bad affections to the company.Semiconductor production has its own characteristics: multi-plant environment, a variety of products, expensive equipment, multi-production cycle, and complex customer relationships, and so on. Therefore, under such circumstance, a corporate keenly needs a solution to rush orders.Given above situation, through analyzing actual demand for the company, this paper constructs a multi-plant assessment model for rush orders aimed at the most profit and restrained with capacity. Unlike the two-step model researched before, this model take the acceptance of the rush orders and the distribution for the rush orders and ordinary orders into consideration in order to achieve a globally favorable result. Though it will make the data scale much bigger, we can easily compute the mathematical model with the help of ILOG-mathematical software with strong computational ability. After computing the model, we can obtains effective program of rush orders and detailed productive arrangement of both rush and ordinary orders. Based on the model, through using C# platform and combined with database technology and ILOG enterprise-class software, we put forward a solution for the research. By adding some functions, this paper builds decision-making software for company to deal with the problem related to rush orders. Eventually, we build three typical application scenarios to enterprise application. Through the solution and comparative analysis for the three scenarios using actual data of semiconductor enterprise, it is convinced of the efficiency of this model and the practical of the software.
