China is the world’s one of the few one-time coal used country, and our coal and gas outburst accident is the most serious disaster in coal mine safety. Most of the country’s coal-producing provinces are basically had coal and gas outburst accident. With the continuous advance of our socialization process, the infrastructure continues to increase meanwhile the amount of demand for the coal mine is also constantly increasing. With the continuous increase of the depth of the coal mining of coal, the gas outburst risk is also increasingly serious. Through the production practice has proved that, the coal seam gas predrainaging measures can play a root role in the outburst prevention work. Coal seam gas drainage effect reach the standards is many outburst mine gas control strategy to effectively curb the outburst accident occurred.Coal seam gas pre-pumping measures still exist many problems in the implementation process, such as the depth of the borehole construction, drilling control the scope, the final hole spacing, if one of them less than the design requirements, will directly affect the gas drainage. Part of the mine gas drainage, digging, mining imbalance, and the gas drainage and coal mining conflict, often are abandoned gas drainage persist production, the entire gas drainage not have the time protection, did not reach the effect of outburst prevention.Analysis of coal seam gas predrainaging measures problems existing in the process most of them are closely linked spatial analysis techniques. With the development of information technology, the superiority of the spatial information expression and management technology on Geographic Information System are more and more recognized by society. Coal production on the introduction of GIS technology has been got some gratifying results; digital mine and coal mines warning technology have full use of GIS technology of spatial information management superiority. Therefore, for the coal mine gas drainage measures exist problems and the GIS apply in the coal mine safety management, designing and implementing the GIS-based coal mine gas drainage reach standards system.This paper is based on study of the theory of the entire coal mine gas drainage and the evaluation theoretical model of the gas drainage reach standard, and combination of coal mine gas drainage work business needs, design the framework of a GIS-based coal mine gas drainage reach standards system, and from the theoretical model, system architecture, functional implementation and case analysis, made a detailed introduction to the entire process. Meanwhile, the technologies involved to some important features of the system are discussed, using the Visual Studio C#. Net language design and implementation of the system is based on mapobjects development kit and SQL Server database. Finally, using this system make the case analysis of coal and gas outburst prevention and control of the management.Using Visual Studio C#to develop the gas drainage reach standard system function. Consist mainly of gas drainage system monitoring and control, day-to-day management of drainage, drainage effect evaluation and prediction of the function of the realization of the three aspects. For Currently gas drainage system work needed GIS spatial information technology using MapObjects development kit to complete the basic GIS platform develop, containing basic graphical data import, new create, modify, save, and map export and other basic functions. The other related functions is improve on the basis of the Mapobjects, relatively important parameter contour generation is used sparse point data contour generation method to self-developed supplement. Using Layer pre-edit and call to perfect and processing for the system point data symbolization. Finally, using the communication interface to combine the data management and graphical management, like gas drainage reach standards to predict anticipation, drainage effect evaluation, construction information management. The system’s design and development is relatively unique. Finally, the system use coal and gas outburst prevention and control work management to do the case studies.Through the application of analysis of the case show that the design of GIS-based coal mine gas drainage reach standard system is not only just a simple use of computer-aided production, also promote the further integration of GIS technology and coal mine production safety. The system uses GIS spatial information expression and management techniques work the effect of gas drainage express better performance, improve the space information management of the entire gas drainage reach standard, expanded this stage gas drainage reach standard technology’s means and expressive,is good for the further research work in this field for the entire GIS.
