With the accelerating process of industrialization and urbanization human activities increasingly migrate from inland to coastal zone.As a consequence of sea reclamation,bay area has been reduced day after day contributing to the changed water warning water level,which will decrease the function and efficiency of its water retaining followed with frequent occurrence of disaster caused by the storm tide leading to the serious loss.Marine storm tide being in the control of the normal astronomical tide usually brings about a great many disasters of local oceanic water level rising,which deeply threatens the development of industry and the live of human beings.Therefore, carrying out the precaution of the storm tide and marine disasters as well as approving of storm tide warning level makes a deep significance to precious approving of warning water level and setting up the criterion.The LiaoDong Bay of BaYuQuan sea is a significant and comprehensive industrial zone located in the Liaoning coastal industry, which includes the energy and chemical industrial zone, marine erosion natural sanctuary, BeiHai new economic district, BaYuQuan harbour, Anshan Iron and steel transport terminal, HuaNeng Power Plant, BaYuQuan tourism and leisure funfair, fishery farms. This ecological sensitive area been paid a deep attention is located in the main region of storm tide disasters occurring frequently. Therefore, it is crucial that the Liaodong Bay of BaYuQuan sea has been selected as the core study area.With a dense population Bayuquan is the important opening economic zone of YingKou as a consequence reducing the number of casualties as well as disaster prevention and mitigation is extremely important.Three major section designed by this essay concluded characteristics, classification and prediction model of storm tide, approving of storm tidal water level, the forecast of storm tide(including the program and application of software) were studied.As is followed with the general essentials of the essay.1.Storm tide as a large marine disasters triggered by the typhoon. With the interactive function of the current and atmosphere gathering the sea water, destroying dams, eroding the land induces a great threat to coastal residents facilities and property. This paper concisely explains the mechanism of the storm tidal forming and discourse the classification and characteristics of typhoon storm tide and extra tropical storm tide summarizing the application included the forecasting method of storm tide and propounding the dynamic numerical method.2.The summarizing of local astronomical tidal theoretically level,2D local storm tidal increasing water by the wind and adjusting water warning level of the adjacent shore preventability has been referred and taken advantaged being the storm tidal warning level at the same time the essay constructs and simulates the approving methods of storm tidal warning level providing a reliable and scientific means for oceanic precautious technology.3.Based on the approving of the warning level, simulating and predicting the velocity direction of regional wind and the calculated result of the increasing water taken advantaged of the software of VB to program warning water level and precautious system of increasing water. Using graph technology to display and approve the warning water level and increasing water caused by every wind velocity and wind direction, efficiently preciously approves and predicts the storm tidal normal warning water level as well as proving a scientific reliance for the marine chemistry.
