With the accelerating of global industrialization and urbanization process, human remove from inland to coast, leading to the rapid development of city economy and construction. However, it also gives rise to the coastal bay area decreased and the gulf function weakened. The disasters caused by storm surges happen frequently, and the losses become severe increasingly. Storm surge is the natural disaster that arouses local water stage up strongly above normal tide levels, which poses a serious threat to human survival and development. Therefore, in order to improve the ability of disaster prevention and mitigation and the technology of storm surge defense, the countries along the ocean have paid much attention to develop new tide gauges and forecast system. At the same time, developing new tide gauges and forecast system are also the focus of marine science and the hotspot of research. Based on the principle of remote sensing technology, radar tide gauge is launched and forecast system of storm surges warning level is researched in this paper. Main works as follows:Firstly, the system of radar tide gauge measurement is launched pioneeringly. In addition, the design standard of new tide gauges and the overall design scheme are proposed. Meanwhile, the hardware of system is assembled and debugged, and the software of analysis and calculation about tidal data is compiled by Visual Basic, so the tidal data can be observed in real time and saved completely.Secondly, with the help of the float gauge, radar tide gauge is calibrated at BaYujuan in Liaodong Bay. The hardware of radar tide gauge matches the self-developed software totally, so that tidal data can be collected and transfer24hours a day and the data is perfectly precise. Through experiments, the mean square error of data measured by radar tide gauge is2.04cm, and the standard deviation of instrument is0.331.Therefore, the result surveyed by radar tide gauge is satisfactory.Thirdly, there are three parts in forecast system of storm surges warning level including forecast system of storm surges anstau, forecast system of local theoretical highest tide levels and water level of local coastal section adjustment. The system is built by Visual Basic with computational principles and algorithm compiled.Fourthly, applying forecast system of storm surges warning level, the value of anstau and warning level are forecasted under different weather conditions. Research shows that with numerical computation method, forecast system of storm surges warning level achieves the forecast of anstau and warning level for extreme weather conditions at BaYujuan in Liaodong Bay.To sum up, warning methods of storm surges that combining radar tide gauge and forecast system of storm surges warning level together can be provided for coastal cities. Meanwhile, they also provide the technological and scientific basis for the government to organize and conduct disaster prevention and mitigation correctly.
