Drought disaster is one of natural disasters with the highest frequency, most extensive,and loss of the most serious in our country. Especially the extreme climate weathers such asserious drought had being increasing caused by the global climate warms up, which severelyrestricts the development of social economy. So we should execute drought disaster riskassessment and management, it can be benefit to all levels of governments to master droughtinformation in time and make measures to prevent disaster, it is very important to reducedisaster losses and improve social economy.Drought disaster is one of the most important natural disasters in Henan Province and thenorthern Henan Province is the area which has a high frequency occurrence of droughtdisaster. So taking the northern Henan Province as the research area, integrate four types ofmeteorological drought, agricultural drought, hydrological drought and socio drought, select18indexes from the aspects of hazard, exposure, vulnerability and emergency response andrecovery capability. From the viewpoints of geography, disaster science, climatology, naturaldisaster risk science and so on multi-disciplinary theories and methods, by using naturaldisaster risk index method, synthetic weighted grade method and the weighted comprehensiveevaluation method, establish region drought disaster risk assessment model. Using optimalsegmentation theory to classify drought risk grades. Take ten years for the time scale, by usingGIS, draw drought disaster risk zoning map. By coupling of different climate riskregionalization map and drought disaster risk map, analysis the region drought disaster risk toclimate change in the northern Henan province. By using Marco method to analysis thetransfer area of drought disaster from1980’s to2000’s. The results show that since80s century,with climate risk increasing, the drought disaster risk of northern Henan Province also showincreasing trend. In three time, the area of low climate risk and low drought risk account formore large proportion. Because the affect of exposure, vulnerability and emergency responseand recovery capability, existence some phenomenon in local area such as high climate riskand low drought risk or low climate risk and high drought area.
