The flood disaster has become a global problem of great concern, in a large extentbecause of floods-caused economic losses and casualties. Thus, how to accuratelydetermine the losses caused by floods is the subject of many research scholars at home andabroad. They have used a variety of methods to reach such a goal. After intensive analysisof previous study about this topic and basing on the GIS platform, flood damageassessment model is present, and in accordance with the obtained model, a flood damageassessment prototype system is developed through the re-development technique ofArcEngine. In this paper, flood damage assessment is analyzed and studied from thefollowing aspects:First, methods for extracting the range of flood from DEM are studied, and flood areaobtained is converted to vector data. After intensive study the morphology and distributioncharacteristics of the socio-economic data, a point-like, line-like and polygon-likeproperty theory is proposed, and the different types of property are treated with differentmethods.Then, according to the distribution and characteristics of the polygon-like property,the methods of the spatial distribution of socio-economic data is used to process such data.The basic principles of socio-economic data space distribution methods are thenintroduced, and the accuracy of the spatial distribution is analyzed if socio-economic dataspace distribution methods are applied in flood damage evaluation.Finally, a GIS-based flood loss assessment calculation model is proposed. Using thismodel and the ArcGIS platform, the final property loss is calculated. On the other hand, aflood damage assessment prototype system is developed through the re-developmenttechnique of ArcEngine.
