Land is the place of human survival, the basic material of agricultural production, and the essential material conditions for industry, transportation, urban construction and tourism development. It is the the main irreplaceable production material for agricultural production. Land quality affects the efficiency of agricultural production, and it is related to the sustainable development of agriculture and society. With the continuous development of urbanization in our country and the growing demand for food, the food security problem is not optimistic. Therefore, it is a difficult task to make the quantity of cultivated land stable in our country and to guarantee grain production capacity in the agricultural region. The northeast of China is the important national grain production base. And it is the important foundation for the national food security to ensure the comprehensive grain production capacity there, and to ensure the food supply there. In this condition, it has important practical significance to procee the quality evaluation of cultivated land according to the sustainable development of agricultural production demand, and the sustainable utilization population, resource and environment.This study aims to establish cultivated the land quality evaluation index system in. Zhaodong City. This paper is mainly divided into four aspects, the origin of data and processing, the construction of the evaluation model of cultivated land quality, the evaluation results analysis, and the research conclusions and policy recommendations. The paper chooses the cultivated land area in Zhaodong City in Heilongjiang Province for research area. After a wide range collection of data and analysis of evaluation area, it chooses twelve evaluation indexes including the slope, soil type, the top layer thickness, the barrier layer thickness, organic matter, total nitrogen, effective phosphorus and effective nitrogen, effective zinc, rapidly-available potassium, pH and NDVI to set up the cultivated land fertility evaluation index system.This paper is suitable for the construction of evaluation index system and the evaluation method of cultivated land quality in the regional based on GIS and RS. With the combination of Arcgis, Erdas and Envi software, Erdas and Envi mainly handle the raw data of remote sensing image. Arcgis is mainly used for data analysis of nutrient interpolation and final model for the soil organic matter content, soil top layer thickness, soil large elements, trace elements. Make full use of the advantages of the various kinds of softwares. Reduce the workload, and successfully complete the processing work of various data. Based on the remote sensing technique, the paper extracts the need evaluation factors-NDVI from the vegetation index products in MODIS and sets up the data image of NDVI time series in2011. The application of extraction method of remote sensing information based on expert knowledge in the study area, it interpretates the satellite imagery of environment star spectrum with many issues in2011, and concludes that the area includes three major crop types. The paper extractes NDVI data range of three crops after types partition. The paper uses the analytical hierarchy process (AHP) to determine the weight of every evaluation factors. On GIS flat, we use the map algebra to calculate the comprehensive index of each grid, output of the last calculation results, and generate the sketches of quality evaluation result. According to the image histogram, the evaluation result is graded to get the level distribution graph of cultivated land quality. Analyze the evaluation result of the cultivated land quality in Zhaodong City.The whole quality of cultivated land in the study area is divided into six levels. Finally, use the2011crop production data to the inspection. Through the correlation analysis between the production data and the quality of cultivated land level, there’s a correlation between the two aspects and a high evaluation precision. In addition, the innovation in this study is to choose NDVI in the whole growth period in2011as an index as insuring the land evaluation index. During the whole growth period of crops, NDVI is changing. to become a kind of evaluation indexes, it must be the overall level in a period of time as some kind of evaluation index.This study evaluates the cultivated land quality in Zhaodong City and puts forward some countermeasures and suggestions for the reasonable use of cultivated land. Provide some opinions for the sustainable development of the cultivated land use. The research prospects the the advantage that good inversion of soil quality of some attribute index land quality evaluation can be gotten by using nonlinear model and hyperspectral remote sensing. The research realizes a real sense of land monitoring from the quantity to the quality.
