Ocean Data Buoy is one of the primary methods forlong-term marine monitoring. It has characteristics such as all-day, long-term continuous, fixed monitoring and soon, so it is irreplaceable. With the development of the Ocean Data Buoy System, buoyshore station monitoring and management system has been being a hot research topic. In developed countries, ocean data buoy shore station monitoring andmanagement system has tended to be sophisticated and standard. These systems arefruitful in subsequent data processing, system configuration and interfacestandardization aspects. But this research in our country began comparatively late, and it is moving from stand-alone edition to network edition. The functions of theshore station monitoring and management system are being improved from simiplemonitoring to fault diagnosis and intelligent processing.A novel big buoy shore station monitoring and management system is introducedin the thesis. There are3subsystems: a real-time shore station monitoring subsystem,a shore station data management subsystem and a shore station test subsystem.Firstly, a brief to the development status, background and significance of oceandata buoy system and shore station monitoring and management system is made. Andthen, requirement analysis of the new type big ocean data buoy shore stationmonitoring and management system is made, and the system overall program isdesigned.Secondly, the design and developing process and technical details of the threesubsystems is described in the following three chapters, respectively. In thedeveloping process of shore station real-time monitoring subsystem, these keytechnologies such as double data compression, double state machine control, intelligent processing and SQL Server database are introduced into to improve thecommunication efficiency, communication reliability, subsequent processing abilityand data storage capacity. The ideas of three level objects theory (“system-collector-sensor”) and configurability concept are introduced into shore station datamanagement subsystem to deal with system configuration and the collector or hostdata file analysis respectively. Thus, the complex system configuration issue becomesimplified, data file storage format support configurability, and the ultimate aim--abuoy for multiple purposes is further realized. The key technologies such as channelobject and virtual data source are applied in shore station test subsystem. The testsystem can easily set up multi-buoy common work scene to facilitate the developmentand testing greatly. Finally, a summary of the research work about this article is made. In addition, some problems and some further recommendations are discussed.
