The storm surge refers to the phenomenon of the abnormal elevation in the sea caused due to typhoons, tropical storms and tropical storms, tropical cyclones, or cold extratropical cyclone and the associated severe weather. When the storm surge occurring, the wind gradually near the shore, and its direction is counterclockwise rotation, right semicircle of the typhoon center onshore, blew seawater toward the shore constantly, making the accumulation of water on the shore, the sea tide is rapidly on rising, causing storm surge. If the storm surge reached a certain height, it would bring great disaster to the coastal residents.Hainan is located in the southern tip of the motherland, tropical edge, the four seasons such as summer and beautiful scenery, with rich tourism resources. With the improvement of material and cultural level of national life, more and more people go into the Hainan Island for tourism, especially in recent years, because of countries making tourist in Hainan as a strategy, the development of Hainan’s tourism is pushed to new height. Hainan Island is surrounded by the sea, the coastline is very long and the coastal is flat terrain, so storm surge disasters often cause huge loss of lives and property to the Hainan coastal areas. Storm surge disaster is a serious threat to the rapid development of tourism in Hainan.In order to reduce the loss caused by the storm surge disaster, the National Marine Prediction Center, Hainan Ocean Prediction Center and other research institutions introduced the SLOSH model and power-numerical prediction method, and achieved certain results in the coastal area of Tianjin, Hebei province, a small part of the regional storm surge risk assessment maps are established in these place, based on the actual situation of the coast of Hainan, the paper would build the storm surge disaster prediction and evacuation system for Hainan.This paper analyzes the research overview of the storm surge disaster, storm surge forecast models and methods of learning, using ArcGIS software a development platform, Visual Studio as programming environment, and take the research and development of Hainan storm surge forecasting and evacuation system with the B/S mode.The specific work carried out and the main research results of the paper are as follows:(1) Study area In order to make research and development of the system serve the study area better, the paper analyzes the Hainan’s natural and geographical environment, economic and cultural profiles, selects the Haikou City and Lingao County as the object that this article focuses on and shows the economy of the situation in Hainan. The paper takes a detailed study of storm surge disaster information in Hainan occurring in recent years to highlight the importance and urgency of the research and development of storm surge hazard forecasting and risk assessment system.(2) Storm surge prediction models and forecasting methodsThe paper detailed analysis of storm surge forecasting models and forecasting methods, and takes the prediction of the focus area of the study with the SLOSH forecast mode and power-numerical prediction method,which is a commonly surge prediction used in our contry. The paper selected the17th strong typhoon "Nesat" storm surge data occurring on2011as research data to get the prediction results on the edge of the study area.(3) Storm surge disaster prediction and evacuation system developmentThe paper introduces the ArcGIS software, which is the development platform of the system, explains the advantages of using ArcGIS Server, the Visual Studio development environment using in the system development and the Oracle database to store data. The system design four layers, which are the presentation layer, function layer, support layer, data layer. The presentation layer is the interface appearing when somebody visits to Hainan storm surge forecasting and evacuation path system website in a Web browser, users can take visualization operating according to a variety of functional modules in the interface. Functional layer of the system is to achieve various functions, including:data management, value tide forecasts, maps, operating and evacuation routes. Support layer is used for the system development techniques and programming languages, as well as ancillary software tools. Data layer is used for the storage of related data of the system development and operation.(4) System application examplesThe papers selected the17th strong typhoon "Nesat" storm surge data in2011to input into the system. The system designs four major functional modules, which are data management, tide value forecast, maps, manipulation and submerged forecasting. Each module displays the results of output data and the map results in the form of web pages. According to the set value of the tide, the system can show a storm surge flooded area map, storm surge risk assessment maps, storm surge risk level map and storm surge risk assessment report in submerge forecasting module.Finally, the paper summarized the problems encountered in the development and study of the system, the solution and the results, looked ahead the functionality that does not implement in the system and directed the direction for future research and study and work.
