Design And Realization Of A System About Food Security Warning And Emergency Command Basic On GIS

China is both a large agriculture and food-importing country, the food security is related to the livelihood security of the people, therefore the construction of a system about food security warning and emergency command basic on GIS has great importance to the guarantee of food supply. The purpose of designing this system is to monitor the food supply situation of every regions and building a early warning system, when the food supply is not enough, decision-makers will be reminded to transfer food to demand points. Emergency command is another function of this system, when in emergency situation, vehicles will be used to transport food, a communication between the command center and vehicles is built to realize the conduction of the cars.The system is an integrated system which combines early warning function and emergency command function and its main function is displayed as follows:1. Drawing digital maps and building a database about the vector attribution, analysis the collected dada and then set a index about the food supply, different warning patterns is used according to the warning level and the reason will be show on the map.2. Designing a emergency command system,planning the route of vehicles which carrying food, monitor the position of the vehicles by using the technology of GPS and realize the communication with the vehicles to ensure the response of the system is timely and effective.3. The expansion of the integrated system, adding the function of viewing the historical data, message management, and information sharing, these function strengthen the practicality and function of the integrated system.The construction of a system about food security-warning and emergency command basic on GIS can insure the balance of the food supply in a region, meanwhile, it can be a reference to the farmer and retain the food security of a region even in emergency situation...
