Forests are important strategic resources with the crucial meanings to economic, society, ecology, and environment. But forest fires that occur frequently every year become a serious threat to peopleā€™s lives and property security, and are causing enormous economic loss and ecological disaster. So forest fire monitoring is very important. Video monitoring is one of the comparatively effective and economic methods to reduce forest fires.Nowadays Video Monitoring Systems can be Integrated with image processing and analyzing function. Although it can save the manpower, does widespread monitoring and be impacted by climate conditions hardly, there are also some limitations such as artificial fire positioning, restricted terrain observation by the camera position and hard distance measurement when it is used in forest fire monitoring. To solve these problems a GIS forest fire positioning system solution with video monitoring linkage was designed and developed. It joins two standalone systems into an integral, complete and coordinated application system platform.A TCP/IP protocol communication interface is designed and developed by using Windows Socket technology to meet the communication need between GIS real-time positioning system and video monitoring system.2D map and3D scene function modules are developed by using Com GIS development tool ArcEngine. System uses Access as a fundamental data storage and management database.Forest fire management system solution is designed and realized that GIS is integrated with video monitoring system. Its distinguishing feature is the function that2D map,3D scene linked video monitoring system to display the target position area and can control each other. System has realized the main functions like integrated target automatic positioning, GIS drives monitoring camera, recording fire history when video monitoring system alarms, gives assistant tools like terrain observing, area and distance measuring and route analyzing, and can communicates with the mobile terminals with displaying their positions. It is built as a comprehensive monitoring and management platform together with video monitoring linkage, and supplies various useful functions to meet many kinds of application needs. So it promotes the progress of the comprehensive forest fire monitoring system platform.This subject comes from The State Forestry Administration "948Project":"The Import of Integrated Forest Fire Dynamic Monitoring and Accurate Positioning Technology". Inner Mongolia Bailang-Forests was chosen as the first implementation point, and the system was deployed and functions were tested. The result of the test proved that the system has credible positioning algorithm, stable performance and useful functions.
