Along with the development of computer technology,3d GIS technology has graduallyto mature. Building a3D community-based management system can not only make peoplereally feel3d GIS of expression to the objective world, make the objective relative positionrelationship more precise clear reflect, but can greatly satisfy neighborhood and communitymanagement personnel to real time control and analysis the community objective data andinformation, so that improve work efficiency of the government office staffes and reduce theirworkload.This paper analyzes the feasibility of the3D community-based management systemconstruction in detail. After careful and detailed discussion on the scheme, puts forward thefollowing development model. Uses3DMAX modeling software as the main3d modelconstruction technology, GeoDatabase spatial database to store raster data, vector data, modeldata and the necessary model attribute data. Uses Oracle relational database as system datastorage mode, ArcEngine9.3and Visual Studio2008as development platform and C#asdevelopment language.The paper completes the3D community-based management system construction, buildessystem database, designs and finishes the system interface.These operations are simpleoperation of the3D model of the system,3D model object property information query,Positioning the representative buildings within the community and etc. Realizes expressstatistic, retrieval and update to the data and other functions.Through Analysis, handling and solving to the problems arising in the construction,advantages to constructing huge platform in data storing can be shown. At the same time, thesecondary development using Arc Engine can not only avoid the disadvantages frombasement, but also can design the interface of the system, meanwhile, functions in Arc Engine can be used conveniently, without coding.
