Ocean Buoy Management Information System which uses GIS technology, based on the basis of Chinese coastal waters geographic database, is designed to manage various types of ocean buoys (Argo buoys, shallow large mooring buoys, a small deep-sea mooring buoys, deep-sea buoys and drifting buoys),achieves the integration of storage, retrieval, display, dynamic tracking, labeling and reporting freedom of mapping with spatial data and attribute data, therefore,it offers decision-making and supports for State Marine Administrative Authority to manage drifted ocean buoys.Ocean Buoy Management Information System is designed and developed based on combining drifting buoys which has the characteristics of discrete spatiality and consecutive timeliness , using GeoDataBase data model and Access database which is based on collating the original data , adopting ArcEngine which is secondary development component of Geographic Information System and Visual Studio.Net 2005 development environment.The system's technology researches and main functions are divided into the following three aspects:1) The article has done systmatic needs analysis with Ocean Buoy Management Information System , been in accordance with the software engineering ideas and methods of Geographic Information System, combined with its own characteristics of buoy datas, and analysised scientifically with the system's architecture and solution , therefore,it designes multi-layer distribution type application model, forming data layer, business support layer, business application layer and user layer.2) According to the characteristics of buoy datas and basic geographic datas, combined with system's specifications for data, the basic geographic datas were processed and the article designed the database storage structure which established the relationship between the buoy overall tables and the buoy sub-tables. By using Access database and ArcSDE spatial data engine, it achieves a combination of established integration of spatial datas and attribute datas which were stored in marine buoy database and infrastructure geographic database.3) The system conducted studies with retrieving any state around the buoys, tracking the buoy's trajectory, responsing data and view accordingly ,reporting and mapping. By using ArcGlobe's powerful data query and view display function, it achieved to retrieve any state of the buoy and view data seamless integration;By using multi-threading technology and ArcGlobe view display to achieve the buoy drift trajectories of the dynamic presentation and report graphics.
