Because of the forest pest management information system software application,countyforestry management department which is the specific implementation units, must be timelyand accurate upload the occurrence and prevention situation of pests and the national pestmonitoring center survey data which is the jurisdiction of country. In this paper, research anddevelopment of GIS information system not only can upload the county forest pest preventionand control information and the national pest monitoring center survey data which is thejurisdiction of country to national forest pest management information system,which canimprove the work efficiency of the department and guarantee the accuracy of the data, butalso keep their data in the local database for comprehensive analysis..The system taked Inner Mongolia Evenk Autonomous Banner as the experimentalarea,carried on the system demand analysis of the field, then designed detaily the systemarchitecture and function modules, while studied the main forest diseases and pests occurringspatio-temporal model types and preventive measures of experimental zone. By application ofcomponents technology, C#Language of Visual Studio2008, ArcEngine9.3developmentcomponents, to achieve the county forest pest GIS information system development. Themain functions of the system include:(1)Vector and raster data of the monitoring area can be loaded and operated, such as*.shp,*.tif,*.jpg,*.png,*.bmp; can import the field mobile equipment survey data; can achievethe basic operation of loading data, such as amplification, narrow, property search map, mapsearch attributes, distance measurement, area measurement etc.(2)Field occurrence prevention and control data can be stored into local Access database,which preserved diseases and insect pests prevention information of the history,by a retrievalcondition, such as pest species retrieval, we can get sub-compartment which occurred theforest diseases and pests. (3) Survey data of the national pest monitoring which is under the jurisdiction of country,is stored in the local Access forecast database. Using this data,we can predict the occurrencetime and quantity of pests and diseases.(4) Build knowledge database of according to plant diseases and pests characteristic.plant diseases and insect pests can be detail viewed of its characteristics and preventionmeasures.(5) Implementation of plant diseases and pests prevention and cure of thematic map,system realized production of thematic maps according to the types of diseases and pests.(6) Implementation of dynamic designing report, users can design their own statementstructure, according to the design structure of the generated report, the report is saved in Excelformat(7) Field occurrence prevention and control data and survey data of the national pestmonitoring which is under the jurisdiction of country is uploaded to the national pestsprevention information system software.
