On Government Functions In Social Security System Construction Of Rural

Social security system construction of rural is an important part of the socialist market economic system as well as the "security net" of the harmonious social economic operation. Standing on the perspective of government responsibility, this article analysis the developing sections of rural social security system and the present problems existing in our country as well as the necessity of establishing the rural social security system. Then it makes theoretical analysis on the government intervening rural social security system construction and posts the government' s basic responsibility in the process of establishing and perfecting the rural social security system of our country.Our rural social security system has experienced three developing section, the planed economic period, the early stage of reform and the latter stage of reform. 30 years since reform and opening up, though our government has done a lot in establishing rural social security system, however, there are still many problems existing in the present system in general, such as system unsound, indispensable protective item, imbalanced development, low social mutual helping, low protective level and small scope as well as slim coverage, low socialization and bad protective function, indispensable capital and single resource, blank law existing and lacking of law protection.The necessity of establishing rural social security system shows on that it narrows the gap between urban and rural workers and realizes social fair and steady; it is an important measure in facing the challenge of aging; it is the important condition to settle "san nong" problem and make the rural economy out of present plight; it is the need to promote the urbanization and industrialization. From the essence,social protection is one kind of social public product and the government must take the responsibility. The third part of the article make the theoretical analysis on government intervening rural social security system construction, from the three aspects which are the necessity,objective and influencing factors of the government intervening rural social security system construction.It is the government' s responsibility to establishing and perfecting rural social protective system. So the government must do well in this period: constructing the basic frame adapted the economic developing standard of rural social protective system; perfecting the regulation and offering the legal assurance for establishing and perfecting rural social protective system; realizing the government' s financial responsibility for rural social protection and promoting capital collection by many channels; establishing and perfecting rural social protective management system as well as the supervision system and creating the outside environment adapted to the rural social protective system construction and so on in order to ensure the establishing and perfecting of the rural social protective system processing smoothly.
