China is a populous country, the contradiction between people and land have become increasingly prominent, little arable land per capita , a serious shortage of reserve land resources, are bring us to very prominent issues in the use of land.On one hand, in order to guarantee food security, the state set 18 million mu of arable land as a red line among a series of policies to protect cultivated land, at the same time enhanced the effort in protecting basic farmland so as to secure the number of existing cultivated land; on the other hand, with the economic development, urban construction and urbanization, we need a lot of construction land. So how to coordinate the "food" and "construction" relationship is an important issue to be resolved now and in the future, and is also the premise of agricultural land consolidation.In the process of land consolidation, many scholars have conducted research and practice, but the consolidation of agricultural land as a way to supplement the potential arable land has been gradually narrowed, so the task of complement arable land is cling to residential land consolidation.This paper is a combination of theory and practice, to explore the consolidation of rural settlements in the timing and spatial distribution. On the basis of theoretical research in the rural residential land consolidation, this paper uses An Xian as an example, through the analysis of the space layout of the current situation of rural residential to find out the problems in the distribution of rural settlements. This paper pointed out the location and timing of the rural residential that need consolidation. The research is of great importance to An Xian's land using planning and rural economic development.This paper mainly used landscape analysis and qualitative and quantitative method for comprehensive analysis during the research. Mapgis, Fragstats, Arcgis softwares are used to make spatial analysis of the problems in An Xian's rural settlement; the results are combined with the analysis of arable land grading, arable land capacity accounting. An index system is established and the weight is set to determine the spatial distribution and timing of rural residential consolidation. Finally, a before and after comparison is made to elaborate the necessity and feasibility of the consolidation in the economic, social and ecological aspects, and the meaning of consolidation in maximizing land utility.
