According to the rapid economic development in Xinjiang, Xinjiang within the steelindustry will become increasingly saturated, in the fierce market competition, Increasingproductivity,improving organizational performance and enchancing competitive strength andability to adapt business are constantly explored. through organizational restructuring,business process optimization, introduction of advanced management methods, and evenchange the corporate ownership structure attempts, to some extent, have played a role toimprove organizational performance. However, for the traditional state-owned enterpriseslocated in the northwest corner of the china-Baosteel Group Xinjiang Bayi Iron&Steel Co.Ltd, how to improve the market competitiveness of its steel industry and thus enhance the"soft power", Baosteel Group Xinjiang Bayi Iron&Steel should conduct employeeperformance management in order to achieve the purpose of improvement of organizationalperformance. So how to bring about the realization of this purpose.Has become the focus ofbusiness, in the fierce market competition conditions and strive to achieve the state-ownedasset value preservation of traditional state-owned heavy industry, especially for BaosteelGroup Xinjiang Bayi Iron&Steel.This paper described the theory of performance management at home and abroad,combined with the right of Baosteel Group Xinjiang Bayi Iron&Steel. There are severalmajor issues on the performance management of Baosteel Group Xinjiang Bayi Iron&Steelcorporate currently: human resource management functions of positioning is not clear,Performance management can not be understood; performance management design andtraditional culture of excellent corporate are out of touch, communication and feedbackmechanism is lack, no doubt, the existence of these problems, And how to enhance theperformance of enterprise level employees with major constraint in the current fierce marketcompetition, has been a direct threat to the Baosteel Group Xinjiang Bayi Iron&Steel corecompetitiveness of enterprises, and even threaten the enterprise's survive.The state-ownedenterprises has experienced economic system reform, economic system reform, property rights system reform, the strategic adjustment of product structure and so on. To create amodern western steel enterprises, strengthen the quality of training of management personnelperformance management, and strengthen the human resources team building, and clearmanagement functions and system planning for performance management system should tobe done.It is hoped that the preliminary analysis on performance management methods, effectsand problems of the traditional state-owned steel enterprise and the exploration of morescientific and effective approaches in the new era of enterprise development in this paper canprovide some support theories for practical performance management of the enterprises.
