| The unreasonable structure of energy consumption resulting in the constraints of conventional energy resources, low energy efficiency and pollution problem in China, with the rapid development of new energy technologies and proposal of sustainable energy development, a number of new project-oriented energy power company have emerged and actively promote the implementation of new energy projects, but these enterprises are faced with a variety of issues that triggered by the simultaneous management of multiple projects, such as irrational allocation of resources, low efficiency, high management costs and other factors. Traditional project management techniques have been not well adapted to the needs of business development. Based on the research of project portfolio management theory, this paper summarizes the new energy power project-oriented enterprise management features and builds the project portfolio management system, including project portfolio optimization, project portfolio implementation and management system informatization, to ensure that projects meet the business strategic requirements, and thus achieve the new energy power business management objectives.Portfolio optimization phase mainly from the perspective of business managers, based on project portfolio strategy, evaluate and select project to form preliminary portfolio program. On this basis, this paper builds project portfolio optimization evaluation index system and fuzzy comprehensive evaluation model that apply to project-oriented new energy power enterprise, to prioritize the project and combine with examples to illustrate the feasibility of this model.Project portfolio implementation phase is based on the optimized order, balance portfolio in accordance with portfolio balance standard, adjust the order of portfolio to get the final solution, and then execute and control the portfolio implementation according to the objectives of cost, progress, environmental goals, safety and quality, and thus rationally allocate enterprise resources, review and close project to ensure that project portfolio align with corporate strategy.This paper deeply analyze the process of project portfolio management system in project-oriented new energy power enterprises, use advanced computer technology, and follow the multi-level distributed architecture ideas to build project portfolio informatization platform which is based on a multi-project portfolio management database, to meet the requirements of standardization, process and informatization of project portfolio management of project-oriented enterprise, and then improve project success rate. |
